Information about this children’s home
A local authority operates and runs this home. The home provides care for children and young people and its plan is for them to live in a medium-term to short-term setting. The staff help the children and young people to restore relationships with their family with an aim to moving back home. The registered manager is experienced and appropriately qualified. He has been registered since June 2017. He has been managing this home since June 2016.

This monitoring visit
This children’s home was judged inadequate at the full inspection on 6 and 7 June 2018. Five compliance notices were issued, a restriction of accommodation notice was issued and an action plan was put in place by the provider. The purpose of this visit was to monitor the restriction notice and to assess the implementation of the action plan. The children and young people continue to suffer physical and emotional harm because of physical assaults and verbal abuse from other children and young people. The children and young people are at risk of physical harm as staff do not always follow individual risk assessments. Consequently, dangerous items, such as potential ligatures, broken glass and broken wood, remain accessible to the children and young people in their bedrooms. The management of risk is inconsistent because the risk assessments do not contain clear actions for staff to follow. For example, the risk assessment relating to the

children and young people setting fires does not reflect the actions that the staff are expected to take. As a result, the approach that the staff take to managing the risk of the children and young people setting fire to the property and themselves is inconsistent. The risk of the children and young people being harmed by fire is high. The children and young people are not set high standards to aspire to. They are not taught the importance of living in a hygienic environment. Some of the children and Inspection report for children’s home - monitoring visit: SC033638 2 young people live in bedrooms which are unclean and uncared for. In some rooms, there are no curtains, the bedding and mattress are dirty and stained, and the bed is broken. There are broken items, such as lamps, on the floor. The walls, windows and mirrors are not clean and, in places, they have damage. The home has experienced serious incidents that have not been notified to the

regulatory body. This does not allow for robust oversight of safeguarding practice. The children and young people are at risk of harm in the community because they are out alone late at night. The staff team’s supervision of the children and young people is not consistently good. The staff do not always stop or follow the young people to make sure that they are safe. The young people lack structure and routine. They are often up late at night and they sleep in until late in the day. Consequently, educational attendance is poor. The young people’s health is likely to be damaged by ongoing smoking and vaping.
