Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector held a number of discussions with the childminder. The inspector looked at relevant documentation and evidence of the suitability of persons living in the household and certificates. The inspector discussed self-evaluation with the childminder.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not implement her policies and procedures regarding the safe use of mobile telephones and electronic devices with cameras when visitors are at the premises and using these devices. She does not have a secure understanding of the potential risks to children regarding the internet. However, she can identify some of the signs and symptoms that may indicate abuse. She knows the correct reporting procedures if she has concerns about a child's welfare. The childminder does not monitor and effectively support children's development to help them to make good progress. She does not use her assessments and planning to ensure children have challenging learning experiences. The childminder identifies some areas she would like to improve, such as the outdoor garden. However, she does not evaluate her practice to identify important weaknesses. For instance, she has not identified ways to improve her

professional development and raise the quality of teaching. She keeps up to date with required training, such as paediatric first aid.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder has a poor knowledge of the learning and development requirements. She does not use planning to support children's individual learning needs, particularly around the prime areas. For example, children do not have sufficient opportunities to develop their communication and language skills and physical skills in relation to their age and stage of development. There is a lack of resources and activities that are appropriate to children's age and stage of development. The childminder has weak teaching skills. She does not support children to make progress in what they need to learn and develop next. She does not use information from her assessments of children's progress to plan sufficient challenge in their learning. Consequently, children show no interest to learn and play.
p.3
Personal development, behaviour and welfare are inadequate
The childminder does not meet children's needs. For example, she does not ensure younger children sleep when they are tired. She does not ensure the environment is calm for them to have a restful sleep. Children are unable to settle due to constant background noise. The childminder does not plan appropriate levels of challenge. As a result, children do not benefit from stimulating or exciting learning opportunities. Furthermore, the childminder does not provide sufficient opportunities to support children's physical development, such as their walking skills. The childminder kindly encourages good behaviour, such as sharing and taking turns.
p.3
Outcomes for children are inadequate
Children lack the motivation and confidence to play or engage in activities or play. Children do not develop important skills to prepare them for their next steps in learning. They do not make progress typical for their age. They are not curious, do not explore, and do not achieve well.
