Information about this children’s home
This home is privately owned. The home provides care and accommodation for three children who may require emotional and/or social support. The registered manager has been registered at this home since July 2017. She is an experienced manager who holds the appropriate qualification for the role.

This monitoring visit
The purpose of this unannounced visit was to monitor the progress made since the last monitoring visit in April 2018. The visit in April 2018 followed a previous monitoring visit in February 2018. That visit was instigated following reports of antisocial behaviour in the community, emanating from the home. The local borough council issued the home with a community protection notice in February 2018, and this remains in place. Following the visit in April 2018, Ofsted reissued a restriction of accommodation notice, meaning that new young people could not be admitted to the home. Three requirements were made at that visit and one recommendation. All requirements and the recommendation were found to have been addressed at this most recent visit. Since the last visit, there has been a very settled period at the home. There is now only one young person resident at the home. There have been no further incidents

of antisocial behaviour emanating from the home. Staff have been redeployed to work at other homes within the organisation. The manager sees this as an opportunity for less-experienced members of staff to improve their skills in managing challenging behaviour in a new environment. The manager has used one-to-one supervision sessions to reflect and debrief with staff, enabling staff to consolidate these learning opportunities. Staff have had the opportunity to undertake enhanced training in behaviour management and in the effects of drug and alcohol use. Training for staff about self-injurious behaviour is Inspection report for children’s home - monitoring visit: SC482223 2 booked for the near future. The registered provider is actively recruiting staff following changes in the senior staff structure. A lack of qualified and experienced staff is a vulnerability and this will make shift planning very difficult.

This monitoring visit
The registered provider continues to work with the local council regarding the community protection notice and a memorandum of understanding has been submitted to the council for its consideration. The home’s location risk assessment has been updated and is now much more reflective about the current situation and the issues and challenges that have emerged over the last year with the local community. The manager has attempted to consult with local stakeholders such as the police and antisocial behaviour officer about the location of the home. She continues to pursue this feedback. Previously, the home’s car had offensive graffiti scratched into the paintwork. The home’s car has now been replaced.
