This provision is inadequate
Management has failed to improve the quality of the provision to a good level. This has resulted in the nursery’s fourth inadequate judgement. Since registration there have been persistent breaches of the requirements of the Statutory framework for the early years foundation stage. This has a significant impact on children’s care and development. Suitability checks on all adults associated to the registered provision have not been carried out. This is a breach of requirements and puts children's welfare at risk. The quality of teaching, for older children, including the planning of challenging activities is poor, and has not improved since the last inspection. Children still fail to make good progress. Staff failed to complete risk assessment procedures in the outdoor area before the children went out to play. As a result, the gate was not initially secured, which compromised children's safety.
p.1
This provision is inadequate
Supervision arrangements are not effectively used to support staff to improve their teaching skills, including the planning of purposeful, challenging activities. Previous enforcement action has been raised in respect of this.
p.1
It has the following strengths
Staff support children to manage their feelings, to share and take their turn. Children receive praise, which effectively boosts their confidence. Children are building friendships with other children, and develop relationships with the staff. This supports their emotional well-being.

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector completed a joint observation with the nursery manager, and had discussions in relation to observations of the children's play, learning and progress. The inspector held a meeting with the nursery manager. She looked at a range of documentation, and evidence of the suitability of staff working in the nursery. The inspector spoke to a number of parents on the day of the inspection, and viewed documents completed by them.
p.2
Effectiveness of the leadership and management is inadequate
As a result of persistent failures in leadership and management Ofsted is taking steps to cancel the registration. The arrangements for safeguarding are not effective. An adult associated to the registered provision has failed to submit required documentation to enable suitability checks to take place. On the day of the inspection staff did not complete risk assessment procedures before allowing the children to play outside. The gate leading to a pedestrian area and busy road was not initially made secure, which compromised children's safety. All staff complete child protection training. They are able to identify possible signs and symptoms of abuse, and know how to make a referral. Some members of staff hold early years qualifications. However, this is having minimum impact on the quality of teaching, especially for older children. Staff do not sufficiently challenge the children to develop and extend their knowledge and skills. As a result, children fail to

make good progress in their learning and development. The recently appointed manager has begun to evaluate the provision and formalise supervision arrangements. Despite this, supervision procedures have not been effective in developing staff’s teaching skills. Consequently, teaching remains weak. The provision works in partnership with professionals to support children with special educational needs or disabilities. Parents speak positively about the nursery.
p.3
Quality of teaching, learning and assessment is inadequate
Breaches in the statutory requirements have a significant impact on children’s learning and development. The quality of teaching, for older children, is poor. For example, staff encourage children to search for letters of the alphabet hidden under cereals. However, they ask mundane, repetitive questions, which fail to challenge children’s developing knowledge and understanding. This does not sustain children's interests and valuable learning opportunities are lost. Staff provide hand-painting activities which are very adult directed and do not allow children the opportunity to explore the paint and develop their own creative ideas. Staff make observations and assessments of the children, and are beginning to plan activities, however, these are not precisely focused on children’s individual learning needs. Staff miss many opportunities to challenge and extend children’s thinking and problem solving skills. For example, staff frequently resort to asking children

to count objects and name different colours, which many of the children can already identify. Despite these weaknesses in practice for older children, younger children are developing language skills. They are introduced to new words, such as sprinkle and crunch as they play. Their hand-to-eye coordination and physical skills are developing as they learn to stack wooden bricks on top of one another.
p.3
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management and the quality of teaching compromises children’s welfare and development. Children have opportunities to play outside in the fresh air. New resources have been purchased for this area but staff fail to use them effectively to promote children's learning. Their interaction is limited and fails to stimulate children's development and interests. As a result, this affects older children's behaviour as they run around and become boisterous. Children sit together at meals times and develop appropriate social skills. Younger children are learning to feed themselves with a spoon and to drink from a cup.
p.3
Outcomes for children are inadequate
The poor teaching practice over a continued period of time means children, including those with special educational needs or disabilities, do not make sufficient progress in relation to their starting points. Older children are not provided with challenging and inspiring activities to meet their individual learning needs in preparation for the next stage in their learning. This includes their eventual move to school. Children know their colours and are learning to listen during circle and story time. They demonstrate some independence as they wash their hands before snack and after painting activities.
