This provision is inadequate
Children's welfare is significantly compromised. The provider fails to ensure that all staff understand the safeguarding policy and procedures. Risk assessment and hygiene practices are poor. Staff do not complete robust risk assessments to help keep children safe. Areas used by younger children are not clean. This compromises their health and safety. The provider fails to ensure that staff who hold paediatric first-aid qualifications are available at all times. This puts children at significant risk. She does not ensure that suitably qualified staff are employed to work with babies. This has a negative impact on their development. The key-person system is not effective and fails to meet children's individual needs. Parents are not informed of changes and the staff do not know children well. This significantly hinders the progress that children make. Teaching is poor. The monitoring of staff practices is not effective and staff do not

receive good professional support. The provider fails to ensure that staff plan support for children who speak English as an additional language and for those who have special educational needs and/or disabilities. Assessment is weak. Staff do not assess children's progress accurately, including the progress check for children at age two. They do not plan activities that target children's individual needs and interests. Children are not prepared for school.

Inspection activities
The inspector observed teaching practices and the impact these have on children's learning. The inspector held discussions with the manager, staff, children and parents. The inspector read some of the setting's documentation, including the safeguarding policy and procedures. The inspector looked at children's development information and records. The inspector carried out joint observations with the manager.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. Staff are not clear about the procedures to report any concerns that they may have about a child's well-being or about another member of staff. The provider fails to ensure that at least one member of staff who holds a paediatric first- aid qualification is present at all times. This puts children's safety at significant risk. The provider fails to ensure that staff understand and complete effective risk assessments. Children are not safe when playing outdoors. Staff do not identify and remove all hazards before children access the outdoor area, including animal waste. They allow children to play with broken equipment. Children and babies play where shards of plastic are left on the ground. Indoors, children trip over rugs that are curled up at the edges. The area where toddlers and babies play is not clean. Carpets and floors are dusty and contain debris. Staff do not ensure that toddlers and babies have access to clean drinking cups.
p.4
Effectiveness of the leadership and management is inadequate
This means that children's health is compromised. The provider fails to ensure that staff working with babies hold the required qualifications. This means that the provision for babies' learning is poor. Although the provider monitors the quality of teaching and children's learning, this is not effective. She does not ensure that staff are clear about their roles and responsibilities or support their development. This significantly compromises children's safety, care and learning. Staff receive some training, however, this does not impact positively on the quality of their teaching. Partnerships with parents are poor. The provider does not keep parents informed about changes to their child's key person. This means that parents do not know which staff members are responsible for their child's individual care and learning. The provider fails to ensure that staff act on the advice provided by professionals involved in children's care. Staff do not provide targeted

support for children who have special educational needs and/or disabilities. This significantly hinders the progress that children make.
p.4
Quality of teaching, learning and assessment is inadequate
The quality of teaching and learning is weak and assessment is inaccurate. Staff have a poor understanding of the progress children make. This means that activities are not planned to match children's individual needs or interests to help them to achieve success in their next stage of learning. Staff do not complete the progress check for children at age two. As a result, gaps in children's learning and development are not identified and addressed. Pre-school children enjoy using equipment to recreate scenes from stories in their role play. This supports their literacy skills.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management significantly compromise children's safety and well-being. Children's emotional security is not supported because of the frequent changes to their key persons. This means that children do not have the time to develop secure and trusting relationships with staff. Staff have a poor understanding of the individual needs of children. This includes their ages and languages spoken at home. Staff do not value children's backgrounds or support them to use their home languages in their play. This also hinders children's language development. Staff provide children with opportunities to learn about the wider community.
p.4
Outcomes for children are inadequate
Children's learning and development is poor. Weak teaching and inadequate staffing arrangements impact very negatively on the progress that children make. This includes children who have special educational needs and/or disabilities and those who speak English as an additional language. Children fail to thrive and are not well prepared for the next steps in their learning and starting school.
