Inspection report for children‟s home - monitoring visit: SC476289 1 SC476289
p.1
Cambian Childcare Ltd
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This children‟s home provides long-term care and therapy for up to five children aged between four and 11 years old, who have emotional and/or behavioural needs. The registered provider is a private company operating a range of children‟s homes across the country.
p.1
This monitoring visit
This children‟s home was judged to have declined in effectiveness at the interim inspection on 8 January 2018. A compliance notice was issued regarding the leadership and management of the home. Ofsted also imposed an additional registration condition relating to the admission of any further children to the home.
p.1
This monitoring visit
A monitoring visit was carried out to assess the progress made in meeting the compliance notice, on 26 February 2018. The monitoring visit evidenced that the compliance notice was not met. Ofsted repeated this compliance notice.
p.1
This monitoring visit
This monitoring visit was to check that action had been taken to address the shortfalls identified in the compliance notice. This visit identified that the compliance notice is still not met.
p.1
This monitoring visit
The compliance notice required the registered person to ensure that there are effective management and leadership monitoring systems in place, which are essential in providing stability to children living at the home and in ensuring that children are provided with good-quality care from consistent caregivers.
p.1
This monitoring visit
Children are still experiencing inconsistency. There continues to be extremely high staff turnover and a reliance on agency staff. Children who are very vulnerable and who need stability are still not receiving consistent care. Inspection report for children‟s home - monitoring visit: SC476289 2 There have been times when staff who are very new to the home have been left in charge. This practice had gone unnoticed by the organisation.
p.1
This monitoring visit
Management arrangements are not effective. The organisation failed to monitor the home effectively during one week in April 2018 and there was no management presence during that time.
p.2
This monitoring visit
There is a lack of management direction. Staff do not feel supported by managers. The staff are tired, emotional and not in a good situation to provide care to the children. Many staff have left. The staff who remain are vulnerable and there is a heightened risk of more staff wanting to leave. There is a feeling of constant change, with no resolution in sight.
p.2
This monitoring visit
The acting manager has allowed a member of staff to work with the children without pre-employment checks being completed, including a Disclosure and Barring Service (DBS) check. This member of staff had not been formally appointed. The way that this home is being managed does not protected children sufficiently.
