This provision is inadequate

 Children's safety and welfare are significantly compromised. Risk assessment is ineffective. The childminder fails to identify potential dangers that put children at risk of significant harm. Babies play with toys that present a choking hazard. Older children are exposed to knives and other sharp tools.  The childminder has a poor knowledge of how to support younger children's learning and development well. This significantly hinders the progress that they can make, particularly for babies in their communication and language, and physical development.  The arrangements to monitor the assistants' teaching and children's learning experiences are not effective. The childminder fails to identify weaknesses in practice, including those of her assistants.  Assessment of children's learning is weak. The childminder does not monitor children's progress accurately. She fails to assess their stages of development effectively when

they first start.  The childminder does not plan activities that challenge babies to achieve success in their next stage in learning and ensure that resources are age appropriate. This puts children's welfare and progress at considerable risk.

It has the following strengths

 The childminder follows suitable hygiene procedures to help to support children's health.

Inspection activities

 The inspector observed the quality of teaching and assessed the impact this has on children's learning.  The inspector spoke to the childminder and her assistant at appropriate times during the inspection.  The inspector and the childminder observed an activity and discussed it together.  The inspector looked at relevant documentation, including suitability checks, policies and children's records.  The inspector took account of parents' views.

p.2

Effectiveness of the leadership and management is inadequate

The childminder has not taken effective action to address the weaknesses raised at previous inspections to improve the quality of children's learning and development. The quality of the provision has declined even further, demonstrating a poor capacity to improve. Safeguarding is ineffective. Risk assessment is ineffective. The childminder does not have a sufficient regard for the safety and well-being of children. She fails to complete effective risk assessments and identify hazards that put children at significant risk of injury. She instructs older children to collect plastic cutlery from a drawer containing sharp knives and other sharp kitchen tools. She does not recognise that resources are unsuitable for babies to use. This enables them to put small objects into their mouths, placing them at risk of choking. The childminder and her assistant have a suitable knowledge of child protection procedures to act should they have any concerns. The childminder exchanges

information with parents and works with other professionals involved in the care of children. She follows appropriate procedures for storing children's confidential information. The childminder is not effective in identifying weak areas of her own and her assistants' practice. Although the assistants receive some coaching and training, this does not impact positively on the quality of their teaching. This means that children do not make the progress of which they are capable.

p.3

Quality of teaching, learning and assessment is inadequate

The quality of teaching and learning is weak. Although older children engage in activities that they enjoy, the childminder does very little to plan for babies' individual learning needs. At times, the childminder and her assistant both interact with older children but leave babies to occupy themselves. They give babies objects they have requested but do not look at them or provide a quality interaction. When babies become restless, the childminder places resources in front of them but does not seek to engage or interact with them. This has a negative impact on their play experiences, limiting their engagement in learning. Although the childminder completes a progress check for children aged between two and three years, assessment information is often inaccurate. Furthermore, she does not identify children's stages of development in all areas when they first start. She has a poor understanding of how to support and assess babies with their communication and

language. This significantly hinders the progress they make. The childminder recognises when babies are motivated to stand and walk. However, she does not plan effectively for this. Babies crouch on the floor, keen to practise their new skills. However, the childminder does not identify how she can adapt activities to provide sufficient challenge in their physical development.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management significantly compromise children's safety and well-being. The childminder is not vigilant to ensure their safety. All children are exposed to significant risks, and babies cannot explore and investigate safely. The childminder and her assistant manage children's behaviour appropriately and older children learn to share and take turns. However, babies do not engage sufficiently in stimulating learning experiences.

p.3

Outcomes for children are inadequate

Children's learning and development experience is poor, particularly for babies. Inconsistencies in teaching and a poor knowledge of how the youngest children learn impact very negatively on the progress that children make. Babies are not well prepared for the next steps in their learning. Children are not safe.
