This provision is inadequate

 The manager does not ensure that staff have the information they need to meet children's specific medical care needs. This places children at significant risk.  Staff do not manage children's behaviour in a consistent and age-appropriate manner. Staff do not give clear messages and, at times, ignore unwanted behaviour. This compromises the safety and overall experience for other children.  The manager does not give good enough consideration for children's confidential records. All children's medication is recorded on one document and parents are able to read other children's medical needs. Therefore, children's privacy is not fully protected.  The arrangements for the supervision of staff are not effective in identifying the support staff require to raise the quality of practice to a good level.  The manager does not effectively monitor children's progress. The action set at the last inspection for managers to monitor the progress made by all groups of children has not

been addressed in full. Gaps in children's learning are not acted on swiftly enough and children do not make good progress from their starting points.  Staff do not consistently complete regular observations of children's learning or plan for children's learning effectively. The quality of teaching, particularly in the room for older children, is poor.

p.1

It has the following strengths

 The atmosphere in the room for children aged under two years is calm, and interactions between staff and children in this room are positive.

p.2

Inspection activities

 This inspection was carried out as part of a risk assessment process, following information received by Ofsted.  The inspector observed two planned activities and jointly evaluated the teaching with the manager.  The inspector held a number of discussions and meetings with the manager. She also held a meeting with a local authority adviser. The inspector reviewed a range of documents, including evidence of the suitability of staff working on the premises.  The inspector spoke to parents on the day of the inspection and took account of their views.  The inspector observed the quality of teaching and interactions in all rooms within the nursery, and assessed the impact this has on children's learning.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Poor leadership and management have resulted in several breaches of the safeguarding and welfare requirements. Although some staff are aware that certain children have specific medical care needs, their knowledge of how to care for them in the event of them becoming ill is limited. Additionally, they do not ensure that the required medication for those children is on site and not all staff working directly with the children are aware of their needs. Staff do not ensure that records relating to medication administered to children are maintained in a confidential manner. A number of children's details are recorded on one sheet that other parents access to sign. This does not protect children's privacy. Children's behaviour is not well managed. Staff do not always respond to negative behaviour and when they do it is not consistently managed. For example, on a number of occasions, children hit and knock other children to the ground. Staff sometimes

tell them, 'no' and sit them down, but then walk away. Accident records show that children obtain frequent injuries as a result of other children. This impacts negatively on their emotional well-being. Although the manager has systems in place to supervise staff, these are not effective. She fails to recognise where staff require additional support, such as their lack of ability to complete observations and plan for children's learning. Staff are not offered the support, guidance and training they need to help them develop their skills and knowledge. The manager has started to identify some weaknesses in practice. However, she has not yet been successful in raising the quality of teaching and care. Staff have a suitable understanding of how to identify potential signs and symptoms of abuse. They know the procedures to follow in the event of a concern and procedures are in place to record children's accidents from home. Recruitment procedures are suitable and the

manager understands her responsibilities to check the suitability of staff.

p.4

Quality of teaching, learning and assessment is inadequate

Staff do not observe children's learning regularly enough. Despite having some assessments in place, staff do not use them to identify gaps in children's learning or to plan for what children need to learn next. The manager does not monitor the progress made by individual and groups of children. Overall, the quality of teaching is poor. However, interactions in the room for children aged under two years are of a considerably better quality and staff engage children in meaningful play. For example, they challenge them to press buttons on toys and children wait with anticipation for the effect. Staff in this room model language well and celebrate children's achievements, such as learning new words. Staff working with three-year-old children read group stories, but children become bored and distract others. Staff are observed to respond to children who talk repeatedly, by telling them to, 'shhhh'. This does not encourage children's communication

skills and is not appropriate. Staff working in the room for two-year-old children do not consistently provide activities that children enjoy. Some children have limited interactions from staff and other staff often take over their play.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management impact significantly on children's welfare and well-being. When a number of new children start at the nursery, this is not organised well. For example, not enough consideration has been given to ensuring children's care needs are known and understood by staff. Children do not understand how to keep themselves safe. For example, three-year-old children leave activities to climb on furniture in the room. Since the last inspection, the manager has ensured that children are provided with nutritious meals and snacks each day. Children follow positive hygiene procedures, such as washing their hands prior to eating. Parents comment that their child's key person shares information with them each day.

p.4

Outcomes for children are inadequate

Children are not working within the typical range of development for their age and are poorly prepared for their next stage in learning and school. Overall, children lack motivation to learn and do not demonstrate suitable listening and attention skills in relation to their age.
