Interim inspection report children’s home: SC007293 1 SC007293 Registered provider: Sherico Care Services Limited Interim inspection Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is privately owned and is registered to provide care and accommodation for up to four children who may have learning and/or physical disabilities. The home is wheelchair-accessible and offers a short-break service.

p.1

Judgement at last inspection: not judged

Date of last inspection: 21 February 2018

p.1

Judgement at last inspection: not judged

Enforcement action since last inspection: none

p.1

and young people since the most recent full inspection

This home was judged as requires improvement at the last full inspection in August 2016. At this interim inspection the home was ‗not judged‘.

p.1

and young people since the most recent full inspection

The home has not provided care or accommodation for children since March 2017. This inspection focuses on whether the children‘s home meets its statutory requirements to maintain its registration, and whether it is ready to accept placements. As a result, no judgement is made.

p.1

and young people since the most recent full inspection

The home remains temporarily closed to enable the organisation to focus on its other operational services. The provider also wishes to recruit a suitable person to manage the home. The provider advised that the manager post has been advertised, and interviews will be taking place soon.

p.1

and young people since the most recent full inspection

There has been limited progress in meeting the requirements made at the last inspection in February 2018. However, only one requirement has been fully met. This requirement is in respect of providing a gas certificate and proof of employer‘s liability insurance Interim inspection report children’s home: SC007293 2 cover. It is necessary to repeat the remaining requirements and the recommendation from the last inspection. A number of additional requirements have resulted from this inspection.

p.1

and young people since the most recent full inspection

The lack of any consistent quality assurance remains a concern. Only one external monitoring report has been received by the regulator since May 2017. The provider advised that a new independent visitor has now been appointed, and monthly monitoring visits will become more consistent. The lack of independent monitoring does not assist leaders in developing and improving the home. The regulator relies on such reports to understand what is happening at the home and whether it is suitable to admit and care for children.

p.2

and young people since the most recent full inspection

Leaders do not carry out quality of care reviews at six-monthly intervals as required by regulation. These reports should be helping leaders to assess the quality of care and help them to improve and develop their service. The regulations require these reports to be completed at six-monthly intervals and submitted to the regulator. However, no reports have been submitted since February 2016.

p.2

and young people since the most recent full inspection

The provider intends to start admitting children later this year. However, the decor and facilities in the home require attention. There are damp patches in the kitchen and in one of the bedrooms. The cooker door does not shut properly, which is a risk to children. One of the bedrooms has an old stained sofa and another has broken drawers in the furniture. One of the mattresses has visible lumps and old bed linen, a pillow and duvet from the last resident who left in March 2017. All the rooms require some cleaning and freshening up as they are grubby and dusty. The provider plans to change the sensory room into a private, relaxing zone.

p.2

and young people since the most recent full inspection

The outside space also requires attention. Play equipment is dirty and covered in leaves and the soft flooring is peeling up, creating a trip hazard for children.

p.2

and young people since the most recent full inspection

Fire safety equipment is evident throughout the home; however, the provider could not evidence a recent fire risk assessment. The first-floor fire escape is boarded up, preventing safe evacuation in the event of a fire.
