This provision is inadequate

 Children's safety and welfare is compromised. The childminder's risk assessments are ineffective. She has failed to identify and minimise a number of hazards in her home.  The childminder does not always ensure her home is secure to prevent unauthorised persons entering, or to ensure children cannot leave the premises unsupervised.  The childminder does not keep an up-to-date written record of children's accidents and injuries, including any pre-existing injuries that occur while they are not at the setting, or of the first-aid treatment that she administers.  The childminder's knowledge of children's development is weak. She does not observe children's learning or assess their progress effectively to identify their next steps in learning. Children do not always make the progress that they are capable of achieving.  The childminder does not complete the progress check for children aged between two

and three years. Consequently, she does not accurately identify where children's progress may be less than expected.

p.1

It has the following strengths

 The childminder is friendly and affectionate towards the children in her care.  The childminder provides plenty of opportunities for children to access fresh air daily and to participate in physical exercise.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage the provider must:

p.2

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors and assessed the impact this has on children's learning.  The inspector completed a joint evaluation of an activity with the childminder and spoke with children during the inspection.  The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household.  The inspector took account of the views of parents from feedback provided by the childminder for the inspection.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder does not assess all risks and minimise possible hazards effectively. She has not recognised the potential dangers of household items being accessible to children. In particular, the accessibility of cleaning products in the kitchen and downstairs toilet. Furthermore, the front door to the premises is sometimes left unlocked. Consequently, the childminder cannot ensure children do not leave the premises unsupervised or prevent unauthorised persons from entering. This compromises children's welfare and safety. The childminder is aware of the signs and symptoms that may indicate a child is at risk of harm and understands the procedures to report any concerns. However, she does not always keep a written record of children's accidents, injuries or first-aid treatment, including any pre-existing injuries. The childminder does not reflect on her practice to identify and address all areas of weakness.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder is unable to demonstrate an understanding of where children are developmentally or how she plans to support them to develop their skills further. She does not use observations of the children effectively to find out what they know and can already do. Consequently, children's learning and development are not fully supported. Furthermore, The childminder does not complete the progress check for children aged between two and three years and does not provide parents with a written summary of their child's progress. Consequently, children's progress is not sufficiently reviewed to identify their strengths or any emerging concerns. Nevertheless, children have access to a suitable range of age-appropriate toys that maintain their interest. Children are interested to find out how things work. For example, they learn how to operate a hose pipe and enjoy watching as the spray wets the paving slabs. The childminder regularly

communicates with parents about children's daily care routines.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management mean that children's safety and overall welfare is not assured. Nevertheless, children generally behave well and the childminder frequently praises them for their achievements, such as being kind and using their manners. The childminder promotes children's healthy lifestyles. Children are provided with healthy foods at snack and mealtimes. They are encouraged to take regular drinks and the childminder regularly applies sun cream when the weather is hot. Children enjoy frequent trips out in the community. For example, they visit local country parks and socialise with other children at different stay-and-play groups.

p.3

Outcomes for children are inadequate

Weaknesses in planning and assessment have a negative impact on the progress that children make. Nevertheless, children gain some of the skills needed to help them prepare for their move on to school or pre-school. Younger children enjoy making marks with chalk and older children are beginning to recognise familiar letters.
