This provision is inadequate

 The safeguarding policy is not up to date and managers have failed to follow the required procedures.  The key person arrangements are not effective. Some children do not receive the support they need during the early morning routine and partnerships with parents are not consistently strong.  Managers do not have a strong oversight of the educational programmes. They do not accurately evaluate staff performance in order to provide necessary support and drive improvements.  There are inconsistencies in the quality of teaching. Some staff do not recognise the importance of supporting children’s learning throughout all aspects of the daily routine.  There are times when some staff inhibit children's emerging independence, placing limits on their progress in their physical development.  Some staff do not take opportunities to encourage children's communication and language skills throughout the day.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The child protection policy does not contain up to date information in order to inform practice when needed. In addition the provider has failed to follow procedures and to notify Ofsted of an allegation against a member of staff as required. There are arrangements in place for the supervision of staff, but these are not effective. There is a lack of focus on children’s individual’s care and learning needs and how these can be best met. Furthermore, managers have not identified weaknesses in staff practice throughout the day in order to improve the quality of teaching.

p.4

Quality of teaching, learning and assessment is inadequate

The quality of teaching is very variable. Some staff use effective questioning and communication to engage older children during story times. However, there are times throughout the routine when other staff miss opportunities to engage children in discussions and support their developing communication skills. Some staff do not recognise the value of some everyday routines as a learning opportunity. For example when toddlers prepare to play outside, some staff do not talk to them to support their learning. Consequently, there are times when activities become uninspiring and children become distracted. Some parents receive useful information from staff about how their children are progressing. However, partnerships with parents are not consistently strong. Some staff do not ensure information is exchanged with all parents.

p.4

Personal development, behaviour and welfare are inadequate

The key person arrangements are not consistent or effective. Older children behave well as staff encourage them to share and collaborate with one another. However, staff do not provide the same quality of interaction and engagement with some younger children. This sometimes has an impact on children's confidence and emotional well-being. During the early morning routine staff do not provide the support and encouragement needed in the baby room. They fail to interact positively and support babies who are upset. This results in some children being unsettled early in the morning. This is in contrast to the good levels of support other staff provide in the baby room later in the day.

p.4

Outcomes for children are inadequate

Outcomes for children are affected by the inconsistent quality of teaching. Some children are friendly and confident as they chat to visitors. Other children seek attention from visitors as staff fail to engage their interests. Some staff fail to support toddlers’ enthusiasm for 'having a go' and this inhibits the children’s independence. For example, staff take over when toddlers enthusiastically attempt to wipe their noses or try on their own shoes. The disregard for children’s attempts at independence is compounded because staff carry out these actions with no discussions or explanations to help children to understand. Consequently, children become demotivated and give up. This inadequate practice limits children's progress and development.
