This provision is inadequate

The childminder does not identify all safety risks, or minimise them to keep children safe at all times. She does not supervise children closely. Children are at risk of harm. The childminder does not meet the needs of all children attending, particularly the younger children. They do not get the rest they need. The childminder does not ensure all assistants have a sufficient understanding and use of English to assure the safety and well-being of children in their care. The childminder does not display the registration certificate, as required. The childminder does not support children's learning well, including those children who

need extra help to catch up. She does not use what she knows children can do, to plan activities for each child to extend their learning. Teaching is poor. The childminder does not work with parents and other professionals involved in children's care. Children do not receive a consistent approach to their learning. The childminder does not accurately monitor children's ongoing progress to identify any gaps in their learning or plan to close these.

Inspection activities
The inspector held a discussion with the childminder about the suitability of the adults living and working on the premises. The inspector looked at documents relating to the suitability of those living and working on the premises. The inspector held a discussion with the childminder about children's learning and development. The inspector observed the childminder's, and her assistants', interaction with the children. The inspector sampled documents, including the childminder's safeguarding policy and procedures, and children's development records.
p.3
Effectiveness of the leadership and management is inadequate
The childminder does not evaluate her service to identify weaknesses in her practice. Safeguarding is ineffective. The childminder puts children's safety and welfare at risk. She has not provided Ofsted with the information they require to carry out suitability checks for the assistants she has employed. The childminder leaves children upstairs with an assistant to watch over them while they sleep. This puts children's welfare at risk. The childminder's husband is the only assistant working in the home with a Disclosure and Barring Service check. The childminder has a sound knowledge of the signs that may indicate children are suffering abuse and neglect, and where to report any concerns. The childminder does not display, as required, the certificate of registration. The childminder has encouraged her husband, who regularly works as her assistant, to undertake training to enhance his understanding of the early years foundation stage. However, she does not

ensure all assistants have a sufficient understanding of English or induct them to ensure they understand their roles and responsibilities. Although the childminder knows the children's next steps in development, she does not monitor their learning accurately. The support for children who require additional help to catch up with their peers, and particularly those for whom the childminder receives funding, is poor.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder fails to support young children's learning. She does not engage them in play, provide challenging activities or use what she knows children can do to extend their learning. The childminder does not work closely with all parents or other professionals involved in children's care. For example, she does not use information provided by other professionals to plan a consistent approach for children's learning, or provide updates about their learning to parents on request. Teaching is poor. The childminder does not provide sufficient resources for children to explore and investigate. Children wander aimlessly or create their own games, such as rolling a ball down the stairs. The childminder does not build effectively on the learning of children that receive full-time education elsewhere. However, they enjoy playing board games with the childminder and completing activity books together.
p.4
Personal development, behaviour and welfare are inadequate
The childminder does not assess risks or supervise children closely enough. For example, she allowed children to all go up the stairs together. Young children became unbalanced as children that are more agile scrambled past them on the way up. The childminder does not identify or remove potential hazards in the home that pose a risk of choking to young children. They eat snacks and walk around with food in their mouths, and put small objects in their mouths. When the children arrive home from school, the childminder lets children run back to the car to retrieve forgotten school items while she waits at the door. This puts children at potential risk from moving cars in the cul-de-sac. The childminder does not meet the needs of all the children attending, particularly the young children. She wakes them up shortly after they have gone to sleep to collect older children from school. Children become upset and confused. They do not get the rest they need. Most children

eat well and enjoy the food the childminder prepares for them.
p.4
Outcomes for children are inadequate
Young children, children who need extra help to catch up and, particularly, those for whom the setting receives funding make inadequate progress. Children do not receive enough interaction from the childminder to help them become confident communicators. They do not learn sufficient skills to prepare them for future learning. Older children enjoy games that challenge their thinking. However, any progress the older children make cannot be attributed to this setting. Children share and behave well.
