It is not yet outstanding because:
The provider failed to notify Ofsted of an event which occurred at the pre-school within the correct time remit. However, this oversight has no impact on children's safety or welfare because swift action and a full investigation has been conducted with rigour. Staff do not always organise whole group activities in the most effective ways to fully support and promote children's engagement and levels of concentration. Staff do not receive enough incisive feedback on the quality of their professional practice to help to raise the quality of their teaching to an outstanding level.
