This provision is inadequate

 The childminder does not know enough about the signs and symptoms of abuse that indicate a child might be at risk from harm. This means she cannot keep children safe.  The childminder does not evaluate her practice to identify strengths and weaknesses, or obtain the views of parents. She does not focus on her own professional development to improve her skills and knowledge. As a result, she does not provide good-quality learning experiences that raise outcomes for children.  The childminder does not work in partnership with parents and/or carers to share information about children's learning and development. She does not give parents enough information to help them continue children's learning at home.  The childminder does not complete accurate assessments of children's progress. This means that she does not identify all gaps in children's learning and does not have the information she needs to plan successfully for their future learning.

p.1

This provision is inadequate

She looked at relevant documentation and evidence of the suitability of persons living in the household.  The inspector spoke to children during the inspection.  The inspector discussed with the childminder how she evaluates her practice.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not have an adequate knowledge of the possible signs and symptoms that indicate a child might be at risk from harm or abuse, so she cannot keep them safe. However, she knows the reporting procedures to follow if she has a concern about a child's safety and welfare, or if an allegation is made about a person living on the premises. The childminder helps children to begin to keep themselves safe. For example, she teaches them how to cross the road and how to use public transport safely. The childminder does not review her practice to identify weaknesses, nor does she seek the views of parents. She does not demonstrate enough commitment to her own professional development to keep her skills and knowledge up to date. As a result, the quality of teaching is poor and children do not make the progress they are capable of.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder obtains starting points from parents when children enter her care. However, she does not continue to work in partnership with parents and/or carers to share information about children's learning and development. As a result, she does not have an accurate understanding of what children can already do, or what parents are working on at home. The childminder's observations and assessments of children's progress are not accurate. This means she does not know what stage they are at in their development or what they need to learn next. The childminder does not plan effectively to target children's learning needs. Activities are unexciting and offer little challenge to help children progress on to the next stage in their learning. In addition, the childminder does not support children's play through good interactions. As a result, children lack motivation and are not stimulated to learn. They move from one resource to the next, showing little

interest or enthusiasm. Consequently, children do not make sufficient progress. Nevertheless, the childminder shares stories with children. She helps them to make associations between words and pictures. They begin to recognise some familiar letters.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in safeguarding practice mean that children are not kept safe. However, children are well behaved. The childminder encourages them to help with everyday routines, such as tidying their toys away and setting the table for meals. She provides opportunities for children to play outdoors in the fresh air. They enjoy catching bubbles and playing in the paddling pool.

p.3

Outcomes for children are inadequate

Due to significant weaknesses in planning and assessment, children do not make the progress they are capable of. Gaps in children's learning and development are not closing quickly enough. This means children lack the skills they need for their future learning in school. Nevertheless, children begin to develop some early mathematical skills. They begin to recognise colours and count to 10.
