This provision is inadequate
The provider has failed to provide Ofsted, in a timely way, with the necessary information to enable it to carry out suitability checks on any persons working on the premises with children. The provider lacks understanding of her responsibilities to inform Ofsted of all required changes. This specifically refers to the building work being carried out in the outdoor area. The safeguarding lead does not have a secure understanding of the procedure to follow if an allegation is made against a member of staff or a member of the household. The provider does not ensure the adult-to-child ratios are maintained at all times. This puts children's safety at risk. Assessments of children's progress are not always used effectively to enable staff to tailor their planning and teaching as closely as possible to children's individual needs. This means children do not consistently make enough progress from their starting

points. Staff fail to consistently implement adequate hygiene practices that promote children's welfare and health, specifically in regard to handwashing.
p.1
It has the following strengths
Staff are caring and children form strong bonds with them. Children's behaviour is suitable. Staff use effective methods to motivate children to behave well and try hard. Children visit different places in the local and wider community. This helps to promote their well-being and widens their social experiences and appreciation of diversity.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector observed teaching practices and the impact these have on children's learning. The inspector held discussions with the manager, staff, children and a number of parents. The inspector read some of the setting's documentation, including the safeguarding policy and evidence of the suitability of adults working or living on the premises. The inspector sampled children's development information and records. The inspector carried out joint observations with the manager.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. Although all staff have undergone enhanced criminal records checks with the Disclosure and Barring Service, the provider has failed to notify Ofsted of all the staff working at the setting. This means Ofsted has not been able to carry out required checks to ensure they are suitable to be involved in childcare. This means that children's safety cannot be assured. Overall, staff know what action to take should they have any concerns about the welfare of a child. However, the safeguarding lead does not have a secure understanding of reporting procedures should any allegations be made against a member of staff or household members. In addition, the provider, who is also the manager, has failed to notify Ofsted of building work being carried out in a section of the outdoor area. This puts children at significant risk. There are appropriate systems in place to keep parents informed about their children's care to help provide continuity.
p.3
Effectiveness of the leadership and management is inadequate
Parents speak highly about the friendly and caring staff.
p.3
Quality of teaching, learning and assessment is inadequate
The provider has recently implemented new planning and observation systems. However, weaknesses in staff's understanding of how to assess children's progress have resulted in infrequent checks on children's learning and development. This means that some staff are unsure of children's current levels of progress. Although staff use their knowledge of children's interests when planning activities, they are not always clear about children's next steps in learning and do not plan activities that challenge them to make progress. Nevertheless, children spend time at freely chosen activities. Children develop their communication and language skills, for example, through conversations with staff. Younger children show an interest in making marks to support early writing skills.
p.3
Personal development, behaviour and welfare are inadequate
The provider has failed to ensure that there are sufficient numbers of staff on site to meet ratios, especially at the start of the day. This does not assure children's safety and security. However, children benefit from daily physical exercise and nutritious meals. This helps them to develop some understanding about the benefits of a healthy lifestyle. However, hygiene practices, including handwashing, are not effective in promoting children's health and well-being.
p.3
Outcomes for children are inadequate
Children are not supported well enough to consistently make enough progress from their starting points. Not all children develop the key skills needed for their next stage of learning or to prepare them for the move to school. However, older children develop some understanding of early mathematics. For example, they compare different sizes and colours. Children gain some self-care skills. For example, they put their own shoes and coats on before going outside.
