This provision is inadequate

 The childminder fails to identify and minimise risks to children's health and welfare. She does not teach children about basic hygiene and safe food practices.  The childminder has a weak understanding of how to support children's emotional well- being. She does not provide effective support to help them to manage their feelings. She does not support children's independence well to help them to gain confidence in their own abilities. This significantly hinders their progress.  The childminder lacks understanding of the different ways young children learn, how to enhance their play and to plan appropriate levels of challenge.  The childminder has a poor knowledge of children's development and does not support their learning well. She does not assess their progress accurately or challenge them to achieve success in their next stage in learning.  The childminder has not addressed all actions from her previous inspection and the

quality of her service has declined further. She fails to identify weaknesses in her practice. This has a negative impact on the care and learning children receive.

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of self-evaluation to ensure that weaknesses in practice are quickly identified and acted upon to improve the quality of provision for children.

p.2

Inspection activities

 The inspector observed the quality of teaching and assessed the impact this has on children's learning.  The inspector spoke with the childminder and children at appropriate times during the inspection and carried out a joint evaluation of the teaching and learning, with the childminder.  The inspector had a tour of the areas of the childminder's home used by children.  The inspector looked at relevant documentation, such as policies and children's records.  The inspector took account of parents' views.

p.2

Effectiveness of the leadership and management is inadequate

Self-evaluation is weak. The childminder has not addressed or identified key weaknesses in her knowledge and skills. This has a negative impact on the progress children make and their experiences in her care. The childminder attends some training opportunities to support her professional skills. However, this has not been effective in helping her to improve the quality of her teaching and outcomes for children. Safeguarding is effective. The childminder has a suitable understanding of the known indicators of abuse and has procedures in place to address any concerns. The childminder works appropriately with parents to support new children to settle and gains information from them to support their care routines. She follows appropriate procedures for recording any medicine administered to children.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder has a poor understanding of the progress children are making. She does not assess their development accurately to enable her to plan activities that match their stage of development. The childminder does not consider the varying needs of children in planned activities. She does not identify how to adapt learning experiences to ensure all children can benefit. The childminder has a poor understanding of what children can achieve by themselves. She fails to recognise when children need time and space to work things out for themselves and restricts their learning. For instance, she insists that children hold her hand to descend a small step and helps them to climb into a toy car, when they can easily do this for themselves. She does not recognise when children do not want or need her help.

p.3

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management mean that children's well-being and good health are not assured. The childminder does not help them to become confident in their own abilities and completes many everyday tasks that children can easily do for themselves. This has a negative effective on their confidence and self-esteem and children become frustrated. The childminder does not follow good hygiene procedures. She picks up food that children have dropped on the floor and gives it to them to eat. She does not ensure that children wash their hands before eating. This means that children do not learn about good hygiene routines.

p.3

Outcomes for children are inadequate

Children's overall learning and development experience is poor. Ineffective teaching has a negative impact on the progress that children make. They do not receive quality adult interactions, to motivate them to learn and gain self-esteem and confidence. They are not well prepared for the next steps in their learning.
