This provision is inadequate
The childminder and co-childminder do not meet adult-to-child ratios at all times to meet individual needs of children effectively and to ensure they are kept safe. The childminder does not maintain an accurate record of children's hours of attendance. The childminder has not kept her knowledge about wider safeguarding matters up to date. She does not know the possible indicators that would show a child is at risk of harm of female genital mutilation. The childminder does not consider children's individual learning needs during planned activities. The childminder's professional development does not focus enough on improving the quality of teaching to help children make good progress. The childminder and co-childminder do not effectively manage changes in routines, to meet children's needs. The childminder does not engage in effective self-evaluation to identify weaknesses in practice and make improvements.
p.1
It has the following strengths
The childminder develops warm relationships with children. They go to her for reassurance and cuddles. Children are happy and settled. Children happily choose from a range of easily accessible resources.

p.2
Inspection activities
The inspector observed the quality of teaching and assessed its impact on children's learning and development. The inspector spoke with the childminder, co-childminder and children at appropriate times during the inspection. The inspector looked at a sample of documentation, such as suitability checks of persons working and living in the household, and children's records. The inspector carried out a joint evaluation of an activity with the childminder. The inspector spoke to parents and read their written views.
p.2
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder and co-childminder at times work out of the statutory adult-to-child ratios and this puts children's safety at risk. The childminder has a suitable understanding of some possible signs that may indicate a child could be at risk of harm and knows to whom to report these concerns. However, she does not have a secure knowledge of wider safeguarding issues, such as how to identify and protect children at risk of female genital mutilation. The childminder's review of her practice is not precise enough to identify all areas for improvement. Although she has completed mandatory training, she does not look for further ways to enhance her knowledge and skills, to ensure her teaching is of a good standard and raise outcomes for children further. The childminder has established links with other settings children attend, which provides children with continuity in their care.
p.3
Quality of teaching, learning and assessment requires improvement
The childminder observes and assesses children's progress. However, she does not use this information to plan appropriate activities that support children's individual next steps, to support them to make good progress in their learning and development. During an adult-led activity, the childminder promoted mathematical development, introducing different numbers to children. However, she did not take into account the individual ages and stages of the children taking part when supporting children to recognise numbers. The childminder and her co-childminder do not organise routines effectively to meet children's individual needs. Partnerships with parents have been established and parents appreciate the care the childminder provides.
p.3
Personal development, behaviour and welfare are inadequate
The childminder does not keep an accurate record of children's times of attendance. When working out of ratio, she does not supervise children well enough. For example, a child walks around with a small piece of plastic in their mouth and gags, which goes unnoticed by the childminder and her co-childminder. These weaknesses have a significant impact on children's safety. Children gain some understanding of healthy lifestyles. They benefit from daily activities outdoors. They have some opportunities to develop their physical skills. For instance, children develop their coordination skills as they kick a ball into a net in the garden. Children are provided with healthy snacks and the childminder gives parents suggestions to support healthy lunches.
p.3
Outcomes for children require improvement
Children do not make enough progress because they are not sufficiently challenged in their learning to reach their full potential. Children gain some skills that prepare them for the next stage in their learning. They are confident and sociable with other children and adults. Older children are able to put on their own shoes and coats.
