This provision is inadequate

 Systems for recruiting assistants are weak and the childminder has not notified Ofsted of the assistant she has employed. This prevents Ofsted from carrying out the required suitability checks to help keep children safe. The risk to children is significantly increased because at times, the childminder leaves her unvetted assistant unsupervised.  Assistants do not have induction training to help them understand their roles and responsibilities, as well as ensuring they have sufficient knowledge of child protection issues. Measures to ensure the ongoing suitability of assistants are also not in place.  The childminder does not identify and reduce potential risks in the home. She does not implement correct procedures for administering medicines or promote good hygiene routines. In addition, the childminder does not accurately record children's attendance.  The childminder does not sufficiently organise space and equipment to meet children's

individual needs and promote good outcomes.  The childminder does not link with other providers involved in children's care to help ensure continuity for children.  The childminder's self-reflection is not robust enough to enable her to effectively address all weaknesses and improve on her practice, including her teaching.  The activities and resources that the childminder provides are not sufficiently matched to young children's individual needs and interests.

p.1

It has the following strengths

 Children are confident, happy and settled with the childminder.

Due Date

 consider the individual needs, interests and stage of development of children, particularly those aged under two years, to plan challenging and enjoyable experiences that effectively promote their learning. 28/05/2018

p.3

Inspection activities

 The inspector observed the childminder and her assistant's interactions with the children and activities and care routines indoors.  The inspector carried out a joint evaluation of an activity with the childminder.  The inspector held a number of discussions with the childminder and her assistant. She looked at relevant documents and sought evidence of the suitability of persons living and working in the household.  The inspector spoke to children during the inspection.

p.3

Effectiveness of the leadership and management is inadequate

The childminder has insufficient systems for checking the quality of the provision and her professional development is not effective. She fails to address weaknesses in her practice, including her teaching, to improve outcomes for children and identify breaches in requirements. Safeguarding is not effective. The childminder has recently employed a new assistant who is known to her. However, she has failed to notify Ofsted and supply the required information to allow Ofsted to complete necessary suitability checks. In addition, the childminder has given no thought to whether the assistant is suitable for the role or has the appropriate skills and knowledge. She has, however, ensured they have paediatric first-aid training. The childminder does not ask assistants to disclose anything that might affect their suitability before or during their employment; she has a limited awareness of what this might include, as does her assistant. Although the childminder's assistant has

now applied for a Disclosure and Barring Service check, the childminder has failed to protect children because she has, on occasions, left her unvetted assistant alone with them. The childminder has not carried out induction training with her assistant. For example, she has not provided them with necessary information about emergency evacuation procedures and health and safety. Nor has she trained them to understand her safeguarding policy and procedures. This is reflected in her assistant's poor knowledge of child protection issues. The childminder does however, recognise signs of possible abuse or neglect and understands the reporting procedures to follow if she was concerned about the welfare of a child in her care. The childminder records the names of the children she cares for each day, enabling her to monitor their attendance. However, she does not include the hours they attend, as required.

p.4

Quality of teaching, learning and assessment is inadequate

Despite the childminder holding a professional early years qualification, this is not having a positive impact on her practice. She does not sufficiently plan to meet young children's individual needs, resulting in an insufficient range of activities and toys to engage them. The quality of the childminder's interactions with the children are poor, limiting their learning experiences. There is also insufficient organisation of space and equipment which has a further negative impact on children's learning. The childminder explains that she no longer uses certain areas of the home for children's play. However, she has not considered the required space requirements in the remaining areas of the home. This has significantly reduced the available floor space for children to play, especially given the childminder's increase in numbers when working with an assistant. In addition, toys are often left strewn across the floor. This detracts from a calm and orderly environment and means

that younger children lose focus and engagement. This also means that toddlers are unable to practise their developing mobility safely and without restriction. The childminder monitors children's learning using online records of development, in consultation with parents. She does not, however, build partnerships with other settings to complement children's learning and the experiences they receive elsewhere.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management mean that children's safety and welfare is not assured. Furthermore, the childminder does not carry out adequate risk assessments and safe practices with toddlers. For example, electrical wires, small resources that are not age-appropriate and unsafe items belonging to the childminder's family are accessible. These risks pose a hazard to children's safety. In addition, the childminder has removed safety harnesses from highchairs. She fails to recognise any associated dangers from doing so, especially given young children's age and stage of development. The childminder does not sufficiently promote children's physical well-being. She does not implement good handwashing routines, such as before the children eat or after wiping their noses. Nor does she wash her hands or clean the mat in between changing each child's nappy. These poor practices increase the risk of cross-infection. The childminder does not obtain written

permission from parents to administer medicines or keep a record of medicines administered to children. The childminder does however, promote other aspects of children's good health. For example, she washes her hands before preparing food and gives children a healthy and varied diet. The childminder gathers appropriate information from parents to help settle in new children. As part of this, she finds out about, and follows home routines, helping to foster children's emotional well-being. The childminder and her assistant offer positive praise and children behave well.

p.5

Outcomes for children are inadequate

Weaknesses in teaching and the poor organisation of space means that children's ongoing learning needs are not sufficiently addressed. Their progress and preparation for future learning is hindered. Despite this, children are developing some skills. They are developing independence and play alongside one another, sharing resources. They enjoy favourite stories and building with blocks.
