This provision is inadequate

 Children's welfare and safety are significantly compromised. The childminder has not sufficiently addressed all of the actions raised at a previous visit. Her risk assessments are ineffective and she has failed to identify and minimise a number of hazards in her home.  The childminder does not have a good enough understanding of wider safeguarding issues. This places children's safety at risk.  The childminder's management of children's behaviour is inconsistent. She does not always intervene appropriately or support children to understand why their behaviour is not acceptable.  The childminder does not make accurate enough observations and assessments of children's progress. Furthermore, the information from these is not used effectively to plan for children's next steps in learning.  The childminder does not share information about children's learning and progress effectively with parents and other settings that children attend. Consequently, children's

learning and development are not fully supported.  The childminder does not engage purposefully with children. Furthermore, activities lack challenge and, consequently, children do not make the progress of which they are capable.

p.1

It has the following strengths

 Children are physically active. They engage in outdoor activities, such as walking to the local park where they enjoy playing on the apparatus.

p.1

What the setting needs to do to improve further

The provision is inadequate and Ofsted intends to take enforcement action

p.2

 ensure children's progress is accurately assessed and monitored 08/06/2018  use the information gained from observations and assessments to plan interesting activities that meet each child's learning needs 08/06/2018

p.2

Due Date

 raise the quality of teaching and interaction with children to build on their existing skills, particularly in supporting younger children's communication and language. 08/06/2018

p.2

Inspection activities

 The inspector observed the quality of teaching during activities indoors and outdoors at the park, and assessed the impact this has on children's learning.  The inspector spoke with children and held a number of discussions with the childminder.  The inspector looked at relevant documentation and evidence of the suitability of persons living in the household.  The inspector sampled a range of documentation, including children's learning records, policies, attendance registers and accident logs.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder has not addressed a previous action to ensure that the premises are safe for children. The childminder does not assess risks and minimise possible hazards effectively. She has not recognised the potential dangers of household items being accessible to children, in particular, the accessibility of washing tablets, work tools and small batteries in the kitchen area. This compromises children's welfare and safety. Since her last Ofsted visit, the childminder has taken some positive steps to improve her provision. She has undertaken safeguarding training. She is aware of the signs that may indicate a child is at risk of harm. She has gained knowledge of the procedures to report her concerns, including allegations against herself or a household member. However, she has limited knowledge of wider safeguarding issues. She is not aware of the 'Prevent' duty guidance or how to protect children who may be at risk from

extreme ideas or behaviour. The childminder keeps a written record of any accidents, including any pre-existing injuries. She makes sure children cannot leave the premises unsupervised. For example, she keeps doors locked, but has the key easily accessible in case there is a need for emergency evacuation.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder does not accurately assess children's progress. As a result, she does not have enough information to help her plan activities that meet their learning or individual development needs. Children lose focus quickly and often move from one activity to another. The childminder does not use what she knows about the children to identify suitable next steps that build on their prior learning or to plan interesting activities to keep children engaged. This hinders the progress children make. Furthermore, the childminder does not interact purposefully with children and spends time on her mobile phone. Children's communication skills, particularly in speaking, are not consistently supported. Children play with a range of interactive toys. They enjoy exploring toys that have flashing lights and make sounds when buttons are pressed. They are beginning to recognise numbers in their play and complete simple puzzles. However, the childminder does not

successfully engage with parents or other early years settings where children attend. She does not regularly exchange information about the children's progress with them to support ongoing consistency in children's learning. Consequently, children's individual care, learning and development are not supported well enough.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management mean that children's safety and welfare are not assured. Furthermore, the childminder does not manage children's behaviour well. On occasion, she fails to intervene appropriately and she does not consistently support the children to understand why some actions are not acceptable. For example, children do not always respond kindly to each other. Consequently, children become upset and are not provided with the skills to help them manage their feelings and emotions. The childminder provides a range of toys and resources that children access independently. She promotes children's basic hygiene awareness. For example, she encourages children to wash their hands before eating and after they have used the toilet.

p.4

Outcomes for children are inadequate

Weaknesses in the childminder's practice and provision impact negatively on the progress that children make. Children do not gain the necessary skills needed to help them prepare for their next stage in learning or their move on to school or pre-school. Nevertheless, children show confidence in exploring and practising their physical skills. They are interested in finding out how things work and enjoy engaging in role play.
