This provision is inadequate
Staff and managers have insufficient knowledge of the signs and indicators of abuse and the procedures to follow in the event of an allegation against a member of staff. In addition, managers have failed to share vital information with other agencies. As a result, children are not protected from harm. Policies in place for the use of mobile phones and electronic devices are not implemented by staff. This failing significantly compromises children's confidentiality and places them at potential risk of harm. Staff have not been provided with the necessary support to enable them to fulfil their roles. As a result, some staff do not have an accurate overview of what children know and can do, which affects children's learning. Children's transitions into the nursery lack organisation. Children do not spend time in the room they will be based. As a result, parents are unable to build a relationship with

their child’s key person, which affects their child’s emotional well-being. Staff deployment does not meet the emotional needs of older children. Staff are frequently distracted and fail to recognise that children are extremely restless. This results in unwanted behaviour and interrupts their play.
p.1
It has the following strengths
Staff in the baby room know the babies in their care well. As a result, babies care needs are met, which promotes their emotional well-being.

Inspection activities
The inspection was carried out following concerns raised about the provider's ability to meet the requirements of registration and provide a quality provision for all children. The inspector observed teaching practices and the impact these have on children's learning. The inspector took account of the views of parents spoken to on the day of the inspection. The inspector spoke to managers and staff about key children, planning, activities and safeguarding. The inspector carried out a joint observation with the provider. The inspector looked at children's records, planning documentation and evidence of the suitability of staff working in the nursery. The inspector looked at a range of other documentation, including policies and procedures.
p.3
Effectiveness of the leadership and management is inadequate
The leadership of the nursery is inadequate and lacks organisation. This has resulted in several breaches to legal requirements. Safeguarding is not effective. Staff and managers have completed recent safeguarding training. Despite this, they have an insufficient knowledge of the signs and indicators of abuse and the procedure to follow in the event of an allegation against a member of staff. In addition, managers have failed to recognise safeguarding concerns and share them promptly with statutory agencies. This significantly compromises the safety and well-being of vulnerable children. Children's safety is further compromised as the policies in place for the use of mobile phones and electronic devices are not consistently implemented. The provider has included the views of parents, staff and children in action plans to improve the nursery. However, the plans focus too heavily on practical matters, such as lists of resources to purchase. The provider has failed to

recognise and act on the significant weaknesses in the quality of teaching and how the nursery meets the needs of children. Staff, including apprentices, have not been provided with the necessary coaching and support to allow them to progress in their roles. In addition, some qualified staff are unable to fulfil their roles due to the limited numbers of staff available to support them in the rooms. This is having a detrimental impact on the quality of learning opportunities provided, particularly for older children.
p.4
Quality of teaching, learning and assessment is inadequate
Staff working with babies understand their roles and responsibilities and create a calm and welcoming learning environment. Young babies’ early physical development is successfully promoted. Staff provide resources, such as attractive balls and light-up toys, to encourage babies’ early crawling and walking skills. Older children join in a painting and gluing activity, which promotes their creative development. However, the activity lacks challenge and children quickly become bored and lose interest. Staffing arrangements also impact on the quality of learning opportunities available to older children. For example, children have to wait for another member of staff to return to the room before they can all go out to play. This takes a considerable amount of time, which results in children becoming restless and disruptive. Staff make some observations of children and are generally aware of what they like to play with. However, older children’s learning has not been monitored closely.
p.4
Quality of teaching, learning and assessment is inadequate
As a result, the provider and staff do not have an accurate picture of the progress that older children are making.
p.4
Personal development, behaviour and welfare are inadequate
The significant weaknesses in leadership and management mean that children's safety and emotional well-being are not assured. The transition arrangements for children starting at the nursery are inadequate and do not promote effective partnerships with parents. Children complete settling-in visits to rooms they will not be starting in and they do not meet staff who will be caring for them. Parents are confused about the transition arrangements. They receive little communication from staff about how their child will be supported when they start. This significantly compromises any potential bonds a child could make with their key person. Other parents speak highly of the nursery and the kind staff. Children enjoy a nice variety of freshly cooked food and snacks, which helps to promote a healthy lifestyle.
p.4
Outcomes for children are inadequate
The nursery have built up some relationships with external agencies to support the care provided for children who have or may have special educational needs and/or disabilities. However, the weaknesses in leadership and poor organisation of staffing are limiting the progress children, with the exception of babies, could be making. Some staff busy themselves with tasks such as sweeping and nappy changing. This reduces the time they have available to support children in their play. As a consequence, older children are not receiving the quality learning experiences they deserve. Assessments of older children are weak, and the progress made by some children since starting at the nursery is limited. Overall, children are not acquiring the skills they need for school and outcomes for children are inadequate.
