Inspection report for children‘s home – monitoring visit: SC485607 1 SC485607 RNIB Charity Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This is a large children‘s home that provides care and accommodation for up to 30 children and young people in five purpose-built bungalows. The children and young people have a visual impairment, a learning and/or physical disability and/or sensory impairment. One of the bungalows is also registered by the Care Quality Commission and provides a specialist service to children and young people who have high health and medical needs, who require long-term ventilation, or who have life-threatening or life-limiting conditions. The establishment is owned by a large national charity. The majority of the children and young people attend a registered school on the same site. Some young people remain at the home until the age of 19 to complete their education.
p.1
This monitoring visit
This inspection visit took place to monitor compliance with enforcement action and to consider if previous requirements had been met. This visit found that one compliance notice has been met. This is because staff have better knowledge in relation to safeguarding practice. The safeguarding policy and procedures have been improved.
p.1
This monitoring visit
One compliance notice has not been met. This is because behaviour management plans for children and young people with inappropriate sexualised and aggressive behaviours remain incomplete. Risk assessments for children and young people with self-injurious and challenging behaviours have not been updated since the last visit.
p.1
This monitoring visit
Since the visit on 23 April 2018, no new concerns have been identified over safeguarding incidents or medication errors. Not all staff have received competency training in how to safely administer one child‘s oxygen and insert another child‘s catheter. As a consequence, children are potentially at risk and are not receiving the proper care to meet their health needs.
p.1
This monitoring visit
Care within this home is still not being delivered in line with the statement of Inspection report for children‘s home – monitoring visit: SC485607 2 purpose. This is a repeated shortfall. There is no continuity of care across each of the bungalows. This is because not all children are having their basic needs met. Some staff do not have the knowledge and skills to provide a good level of care. Monitoring and review systems remain ineffectual.
p.1
This monitoring visit
The registered manager post has been vacant since 22 March 2018. However, an interim manager was recently appointed. He is aware of the need to register with Ofsted. A new, interim responsible individual has been appointed. It is not yet possible to fully evaluate the impact of this appointment.
