This provision is inadequate
The childminder is in breach of a number of requirements that have a significant impact on children's safety and well-being. The childminder and her assistant, who is left in sole charge of the children, do not hold appropriate paediatric first-aid qualifications, as required. The childminder has little understanding of her local safeguarding procedures and does not have an up-to-date knowledge of the 'Prevent duty guidance'. She lacks a secure understanding of what to do should concerns arise. She does not know who to contact if she has concerns about a child, or if an allegation is made against her, or her assistant. The childminder does not have the knowledge and understanding of assessment requirements to complete the required progress check for children aged between two and three years. She does not know how to use observation, planning and assessment to promote children's learning. The childminder does not exchange enough information with parents and other settings

Inspection activities
The inspector discussed children's learning with the childminder following a joint observation of an activity. The inspector viewed all areas of the home used for childminding and observed activities. The inspector spoke to children at appropriate times while they played. The inspector looked at a range of documentation, such as children's records, and discussed self-evaluation with the childminder. The inspector checked evidence of the childminder's qualifications and of the suitability of adults living and working on the premises.
p.3
Effectiveness of the leadership and management is inadequate
The childminder has not maintained continuous improvement. Children's safety and well- being is significantly compromised. This is because the childminder and her assistant, who is left in sole charge of children when he goes to collect children from school, have not updated their training in paediatric first-aid for several years. Arrangements for safeguarding are not effective. The childminder and her assistant are not familiar with the Local Safeguarding Children Board procedures. They do not have a secure understanding of what they need to do to protect children from harm, or if an allegation is made against them. The childminder has failed to update her knowledge of the 'Prevent duty guidance’. In addition, some aspects of the childminder's welfare procedures do not meet statutory requirements, placing children's welfare at further risk. Although, the childminder and her assistant are kind and caring, the childminder has not kept her knowledge and

understanding up to date. She has not identified further areas for improvement to move her and her assistant's practice forward. The childminder has poor understanding of the learning and development requirements. This limits her ability to provide parents with the required written summary of children's progress between the ages of two and three years and access additional support when necessary. The childminder is not aware of the importance of sharing information with other settings children attend, to complement the learning that happens elsewhere.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder is not clear about how to use ongoing assessment as a way of monitoring children's development. Her planning is ineffective; she does not match activities to meet children's individual learning needs. She is not supporting children to make good enough progress. They are learning some skills as they play with toys they select themselves. The childminder engages children in a painting activity. However, the activity does not include any identified potential learning experiences. This is because the childminder is not clear about how to identify the next steps in children's learning to help them make good progress. The childminder and her assistant speak tenderly to children. They repeat familiar words and phrases back to children to help promote their speaking and listening skills.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in the leadership and management of the childminder's provision have a significant impact on safety and well-being of children. The childminder's lack of up-to- date first-aid training and her weak knowledge of child protection concerns places children at direct risk. The childminder keeps parents informed about their child's daily care through regular verbal feedback. She sets out toys and resources that she knows children like. Children display confidence and independence in the childminder's care. They enjoy the time they spend with her and the assistant, who are warm and friendly.
p.4
Outcomes for children are inadequate
Children are not making sufficient progress. Weaknesses in the childminder's teaching have a negative impact on children's learning. Children do not have access to challenging experiences that are appropriate to their ages or stages of development. They are not receiving effective support to develop the knowledge and skills they need for when they are ready for the move on to nursery or school. Children do practise some skills for themselves as they play with the toys available to them. They talk about the colour names as they make marks with crayons and use words about size as they connect building bricks. Children ask for help when they need it and are beginning to learn how to negotiate with others as they play together.
