p.1

This provision is inadequate

 The leadership and management team compromises children's safety and welfare. The manager is not aware of the procedures to follow in the event of an allegation being made against a member of staff. However, teaching throughout the setting is strong.  Leaders have not met their responsibility to notify Ofsted of changes and significant events that have occurred in relation to the childcare provided. They do not have a good knowledge of the types of changes that must be notified to Ofsted.  Self-evaluation is weak. Leaders and managers do not ensure that they meet all the statutory requirements. They have not identified weaknesses in their safeguarding practice which put children's welfare at risk.  At times, staff do not give children opportunities to do things for themselves during some routines to help extend their independence skills.

p.1

It has the following strengths

 Children make good progress and develop the skills needed for their future learning. They learn to take turns, share and be kind to others. They develop good early reading skills, such as learning how to handle books carefully and tell stories.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure all staff, including the management team, gain a secure understanding of the safeguarding procedures and practice, including the procedures to follow should an allegation be made about a member of staff 20/05/2018

p.2

Due Date

 improve the management team's knowledge and understanding of when to notify Ofsted of any significant changes or events. 20/05/2018

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 improve self-evaluation processes to identify and swiftly target all areas of practice that require improvement  provide more opportunities for children to do things for themselves to help enhance their levels of independence.

p.2

Inspection activities

 The inspector viewed documentation during the inspection, such as the setting's policies and procedures, and children's attendance registers.  The inspector took into account the views of the parents and carers spoken to on the day and engaged with children at appropriate times.  The inspector held discussions with the manager and staff during the inspection about children's care and the activities provided for them.  The inspector and the manager undertook a joint observation of a teaching activity.  The inspector observed the interactions between staff and children as they engaged together in activities.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. Leaders do not know the correct procedures to follow in the event of an allegation being made about a member of staff, to ensure that staff remain suitable to work with children. This puts children at significant risk. Leaders have also failed to notify Ofsted of significant events which have occurred in the setting. However, the manager and staff know how to recognise and report any signs that indicate a child may be at risk of harm. Leaders do not reflect on the setting's practice effectively. They fail to meet all welfare requirements and do not recognise weaknesses in staff's safeguarding knowledge to ensure action can be taken to improve practice. However, the manager acts on advice of other early years professionals to help maintain good-quality teaching. For instance, she has successfully implemented supervisory meetings to help monitor and improve staff's teaching skills.

p.3

Quality of teaching, learning and assessment is good

Children confidently play in an inviting, well-organised environment with a good range of interesting, age-appropriate resources. Children concentrate well and are focused while they play. Staff are well qualified and have a good understanding of how early years children learn. They support children well while they play, overall. For instance, they join in with children's play to encourage their involvement and show them how to use equipment correctly. Staff check on children's ongoing development effectively and know their key children well. They make regular observations of children's abilities and, overall, plan suitably challenging activities to support their good development. Partnerships with parents are good. For instance, staff communicate with parents regularly about children's ongoing development and help them to support children's development at home.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management mean the setting does not assure children's welfare. The manager does not implement effective safeguarding procedures to ensure children's safety. However, the manager deploys staff well to ensure ratio requirements are effectively met and children are well supervised and safe. Children are happy and form secure relationships with their key person. Staff support children's emotional well-being effectively. Children have good opportunities to be active. For example, they use various apparatus outdoors to help them develop their balance and physical skills.

p.3

Outcomes for children are good

All children, make good progress from their starting points and develop skills that support their next stage of learning. Children interact and communicate with others confidently. They learn to use writing tools with good control and develop their hand muscles well. Children learn to behave appropriately and how to treat others.
