This provision is inadequate
The manager and staff have a weak understanding of the safeguarding requirements. They do not have a secure enough knowledge of when to report concerns about children's welfare. Staff do not know about more recent safeguarding legislation. The manager and staff do not ensure that areas where children play are safe and suitable for use. Children's learning and development are not supported. The quality of teaching is weak throughout the nursery. Activities and experiences provided for the children offer little challenge and do not promote their next steps in learning. Staff have not been consistent in carrying out the required progress check for children aged between two and three years. The tracking of children's progress lacks rigor and precision. The manager does not consistently monitor the progress individual children make, therefore gaps in children's learning are not identified and addressed at the earliest opportunity.
p.1
This provision is inadequate
The manager does not monitor staff practice effectively or provide effective support for staff to ensure they have opportunities to improve their skills and knowledge. Partnerships with parents are not effective. Staff do not exchange enough information to help all parents' understanding of the learning that takes place in the nursery and how they can further support their children's development at home.

Inspection activities
The inspector observed the quality of teaching indoors and outdoors and assessed the impact this has on children's learning. The inspector checked evidence of the suitability and qualifications of staff. The inspector spoke with staff, parents and children during the inspection and took account of their views. The inspector conducted a joint observation with the manager. The inspector held a meeting with the leadership and management team.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. The manager and staff do not have a secure knowledge and understanding of the procedures they should follow if they have concerns about the welfare of children. Some staff are not aware of wider safeguarding issues. In particular, government guidance about protecting children from extremist views. Systems to monitor and evaluate the provision are not sufficiently robust. For example, managers do not carry out effective supervision of staff to identify areas of weakness in their knowledge and understanding and address these through suitable professional development opportunities. The manager does not monitor the accuracy of assessments made on children's learning and development. Furthermore, she does not ensure that the required progress check for children aged between two and three years is completed appropriately. This does not ensure that gaps in children's learning are swiftly identified and addressed. Staff do not

consistently share information about children's learning with parents and parents are not actively involved in their children's learning.
p.4
Quality of teaching, learning and assessment is inadequate
Teaching is weak throughout the nursery. Staff do not understand the link between teaching, learning and assessment. They have a poor understanding of how to observe children and then successfully use this information to provide them with challenging experiences that help them learn effectively. For example, staff provide vegetables and paint but offer no explanation on how to use them and the learning intentions are not clear. This means that children's interests and engagement are not sustained. Staff sit alongside children as they play. However, their communication with the children is limited and they are unsure of how to tailor and extend the activities to help children make good progress.
p.4
Personal development, behaviour and welfare are inadequate
The significant weaknesses in leadership and management have an impact on children's care and well-being. Risk assessments are not effective; toys, resources and food packages from lunchboxes are strewn on the floor, posing trip hazards to others. Babies transport sand to other areas and often digest it, which is not noticed by staff. Staff direct children's behavior and help them to understand the nursery rules. However, children's behavior is affected by the nursery routines, for example at snack time children have to wait a long time for their turn to receive snack and some become disruptive and others leave the table. Children have access to the outdoors and enjoy playing in the fresh air.
p.4
Outcomes for children are inadequate
Children practise some emerging skills in their play, for example, they are happy and play collaboratively. However, children do not make good enough progress because of the weaknesses in teaching. There is a lack of sufficient assessment and knowledge to help establish how children are developing; this means there are limited plans to extend their learning. Children do not develop satisfactory skills to help them be ready and prepared for the move to school.
