This provision is inadequate

 Children's welfare is compromised. Risk assessment is weak. The childminder fails to identify and minimise hazards to children's safety. Children are not safe when playing in the garden. The childminder does not supervise children adequately at mealtimes and does not consider how to protect them in the event of a fire.  The childminder does not take on board what she knows about children's individual care needs and preferences to aid their development and support their emotional well- being.  The childminder has a poor knowledge of children's development and does not support their learning well. She does not assess their progress or plan effectively to help them achieve success in their next stage of learning. Children do not make the progress they should.  The childminder does not organise daily routines to ensure that children are motivated and engaged in their play and learning. Young children quickly become bored, restless

and disruptive.  The childminder does not have effective partnerships with other providers involved in children's care.  Self-evaluation is ineffective. The childminder does not review her practice to ensure that she is meeting all requirements, or identify areas for improvement.

p.1

It has the following strengths

 The childminder provides opportunities for children to be physically active.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Due Date

 implement an effective process of risk assessment to identify and eliminate all hazards to children's safety 18/04/2018

p.2

Due Date

 take reasonable steps to ensure the safety of children on the premises in the event of a fire 18/04/2018

p.2

Due Date

 supervise children adequately at all times, to ensure their safety 18/04/2018  consider the individual care needs and interests of each child, to provide enjoyable experiences that help children gain a positive sense of themselves 17/05/2018

p.2

Due Date

 improve knowledge of assessment to accurately monitor children's progress, and use this information to plan activities that challenge children to make good progress. 17/06/2018

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 improve the effectiveness of daily routines to ensure that children are not kept waiting unnecessarily and are fully engaged in their play and learning  improve partnerships with other providers to support continuity in children's care, learning and well-being  make effective use of self-evaluation to ensure that weaknesses in practice and breaches of requirements are quickly identified and acted upon, to improve the quality of provision for children.

p.2

Inspection activities

 The inspector observed the quality of teaching and assessed the impact this has on children's learning.  The inspector spoke with the childminder and children at appropriate times during the inspection and carried out a joint evaluation of the teaching and learning with the childminder.  The inspector viewed the areas of the childminder's home used by children.  The inspector looked at relevant documentation, such as policies and children's records.  The inspector took account of parents' views.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder does not identify and remove all possible risks to children. She allows young children to use a slide with a hard-concrete landing area. This puts children at risk of injury. The childminder does not check that equipment is safe for children to use. She allowed children to use a slide positioned on an uneven surface and did not notice when a child fell backwards, pulling the slide on top of them. Furthermore, the childminder does not supervise children adequately during mealtimes, compromising their safety and exposing them to potential choking hazards. She leaves children unattended when they eat and does notice when they run with dried pasta in their mouth. In addition, the childminder has not considered fire evacuation procedures when children stay overnight. This means that their safety cannot be assured. The childminder understands the signs that may indicate a child's welfare is at risk outside the

setting and the correct procedures to follow. The childminder informs her assistant about policies and procedures. She exchanges some relevant information about children with their parents. However, she has not developed effective partnerships with other providers involved in children's care, to help provide continuity in their learning. Although the childminder attends some training opportunities, this has not been effective in helping her to develop her practice. She does not reflect accurately on her provision to identify and address all areas of weakness. This has a negative impact on children's well-being, care and development.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder has a poor understanding of the progress children are making. This means that activities are not matched to children's individual needs and they are not supported to make the progress that they are capable of. The childminder does not have high enough expectations of what older children can achieve. She does not adapt activities to ensure that they are challenged in their learning. For example, she does not provide any tools for older children to use when painting and expects them to use outdoor equipment that is too small for them.

p.4

Personal development, behaviour and welfare are inadequate

The weaknesses in leadership and management mean that the children's safety and welfare are not assured. The childminder is not sensitive to the needs of all children. For example, she insists that very young children return to sit on the potty when she knows that they find this stressful. She does not consider children's dignity when changing their nappies. This fails to support children's emotional security and hinders their progress. Furthermore, the childminder expects very young children to wait patiently while she prepares meals and changes the nappies for other children in her care. Children quickly become bored, restless and upset each other. This leads to a disorderly environment and has a negative impact on children's level of learning and enjoyment.

p.4

Outcomes for children are inadequate

Weaknesses in teaching and learning mean children are not supported to make good progress across all areas. Children do not gain a solid foundation to help prepare them for their future learning. They do not receive quality adult interactions, to challenge them and motivate them to learn.
