p.4
Overall experiences and progress of children and young people: good
Staff are successful at developing relationships with young people. For example, one staff member prepares a young person their favourite meals for days when they are not on shift. This means that young people feel well cared for.
p.5
Overall experiences and progress of children and young people: good
The majority of young people are happy and feel settled living at the home. A young person told the inspector, „I don‟t want to move out of here. It is so nice.‟
p.5
Overall experiences and progress of children and young people: good
Staff are effective advocates for young people. For example, staff have made complaints on behalf of young people to the police and placing authority. This means that young people‟s voices are heard and understood.
p.5
Overall experiences and progress of children and young people: good
Recent decoration has made the house feel more homely. Staff involve young people in the ongoing improvements to the home. This helps young people to develop their sense of belonging.
p.5
Overall experiences and progress of children and young people: good
Staff have mixed success in overcoming the barriers to young people engaging in education. All young people have made progress from their starting points; however, some young people‟s attendance is sporadic. Staff‟s current approach to promoting education is not always effective in motivating young people to attend.
p.5
How well children and young people are helped and protected: good
Staff have a solid understanding of young people‟s vulnerabilities and use this well in their care of individuals in the home. Staff are alert and take swift and decisive action when needed. For example, staff‟s response to missing incidents are well coordinated and proficient.
p.5
How well children and young people are helped and protected: good
Staff seek to utilise the skills of specialist services to help young people understand how to keep themselves safe. For example, young people identified as being at risk of child sexual exploitation are receiving targeted support to address these concerns. A social worker said, „Without the help of [staff] we would not have saved this child. There is no stone left unturned.‟
p.5
How well children and young people are helped and protected: good
Calm staff help young people to develop strategies to manage their emotions better. For one young person, this means going into the garden to play football. As a result, young people who have previously displayed high levels of aggression are now less likely to behave in such a manner.
p.5
How well children and young people are helped and protected: good
Staff‟s use of physical restraint is rare. Despite this, staff and the manager do not sufficiently record and review such incidents. There is no immediate impact for young people from this shortfall. Inspection report children‟s home: SC433290 6
p.5
The effectiveness of leaders and managers: requires improvement to be good
The home has previously experienced a prolonged period without a registered manager. The potential impact of this has been minimised by the consistent presence of an established manager. The post-holder has recently registered with Ofsted, which means that the home now has a registered manager.
p.6
The effectiveness of leaders and managers: requires improvement to be good
A stable staff team works in harmony to meet the needs of young people. As a result, young people receive reliable support from staff. This helps to provide young people with a sense of stability.
p.6
The effectiveness of leaders and managers: requires improvement to be good
Staff receive the necessary support and guidance in order to understand how best to care for young people. For example, regular supervision sessions, team meetings and training provide staff with the skills and knowledge they need and they work well as a team.
p.6
The effectiveness of leaders and managers: requires improvement to be good
In the main, staff are effective at developing relationships with key stakeholders. Staff achieve this through good communication and constructive challenge. Despite this, in one example, relationships between staff and a placing authority have not been good enough. This has had an impact upon the care planning and safeguarding for one young person. Although staff appropriately challenged the local authority, there was a delay in staff utilising the help of the young person‟s legal advocate to ensure that the necessary action was taken to keep the young person safe.
p.6
Information about this inspection
Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families. In addition, the inspectors have tried to understand what the children‟s home knows about how well it is performing, how well it is doing and what difference it is making for the children and young people whom it is trying to help, protect and look after.
