This provision is inadequate
The provider has not complied with actions previously set to ensure that arrangements to safeguard children are appropriate. Recruitment and vetting procedures are not secure. Some volunteers have not been suitably checked. Managers and staff do not have an up-to-date knowledge of some aspects of child protection. This compromises children's safety. Staff in the baby room do not focus on developing young children's most essential areas of learning. The next steps in learning they plan are not well matched to children's needs to help them to progress. The provider does not maintain all required records, such as details of incidents and complaints.
p.1
It has the following strengths
Older children learn to recognise letters and are starting to practise writing. They show an interest in re-telling their favourite stories. Children form close relationships to the staff who care for them.

Inspection activities
This inspection was prioritised following a risk assessment process. The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector completed a joint observation with the manager. The inspector held a meeting with the manager and duty manager. She looked at relevant documentation, such as evidence of the suitability of staff working in the nursery. The inspector spoke to a small number of parents during the inspection and took account of their views.
p.2
Effectiveness of the leadership and management is inadequate
The provider does not take action to tackle identified weaknesses and demonstrates a poor capacity to improve. Arrangements for safeguarding are ineffective. Training is ineffective in equipping staff with the knowledge they need to identify children who are at risk of harm. Staff are unaware of the signs and symptoms that might indicate a child is at risk from extreme views and behaviours. The provider has failed to implement an effective procedure for recruiting and vetting staff. Some volunteers work at the setting without having had Disclosure and Barring Service checks to confirm their suitability to work with children. The management does not have sufficient knowledge to know how to deal with issues of disqualification of staff in order to take action to safeguard children. Staff work effectively to exchange information with parents about their children's learning. Staff are qualified and receive some individual support and coaching in their role, but this does not

identify weaknesses in their safeguarding knowledge. The provider does not ensure that all required records are maintained.
p.3
Quality of teaching, learning and assessment is inadequate
Staff who work with babies do not focus on supporting their key areas of learning. As a result, teaching does not support babies to develop the key skills that they need to make good progress. At times, next steps planned for their learning do not match their abilities. Staff misinterpret signs that children are developing language skills. Instead of focusing on supporting children to increase their speech, staff plan mathematical activities that are not appropriate for such young children. There is a lack of focus on developing children's personal, social and emotional development. Staff's tracking of children's progress suggests they make little progress in this area. Older children experience more targeted teaching. They learn about numbers. Staff use mathematical language to help children to make comparisons and understand differences in size. Older children benefit from activities that encourage their imagination, such as construction and role play.
p.3
Personal development, behaviour and welfare are inadequate
The significant weaknesses in safeguarding adversely affect children's safety and welfare. Staff's failure to successfully develop babies' social and emotional well-being inhibits their good progress. Despite these weaknesses, staff do care about children. They meet their personal needs, changing nappies when required and ensuring that children eat a healthy, suitably prepared meal. Children develop their physical skills and go on regular walks in the local environment. They visit a field of horses and look for wildlife as they learn about their community. Staff take appropriate measures on outings to keep children safe and are vigilant in supervising them. If children become upset, staff comfort them and know how to soothe them.
p.3
Outcomes for children are inadequate
The youngest children at the nursery do not make good progress. They do not experience targeted support to encourage their communication and language skills. Older children gain some skills in readiness for starting school. Older children confidently follow the nursery routine and appear settled and engaged in activities throughout the day.
