This provision is inadequate
Children's welfare is not assured. The childminder does not have an up-to-date knowledge of the 'Prevent' duty guidance and has little understanding of the local safeguarding procedures. She lacks an understanding of what to do should concerns arise. She does not know who to contact if she has concerns about a child or if an allegation of abuse is made against her or a family member. The childminder's record keeping procedures do not meet statutory requirements. She has failed to maintain up-to-date information about children's current home addresses. Since her last inspection, the childminder has not developed the skills and knowledge needed to improve her understanding of the learning and development requirements. Teaching is weak. The childminder does not know how to use observation, planning or assessment to establish the next steps in children's learning. The childminder does not have the knowledge and understanding of assessment to

complete the required progress check for children aged between two and three years.
p.1
It has the following strengths
The childminder models language as children play. Children develop their understanding of language, and their speaking and listening skills. Children display confidence and independence in the childminder's care. They develop warm and close relationships with her.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector discussed children's learning with the childminder, following the observation of an activity. The inspector viewed all areas of the home used for childminding and observed activities. She spoke to children at appropriate times while they played. The inspector looked at a range of documentation, such as children's records, and discussed self-evaluation with the childminder. The inspector checked evidence of the childminder's qualifications and of the suitability of adults living on the premises.
p.2
Effectiveness of the leadership and management is inadequate
The arrangements for safeguarding are not effective. The childminder is not familiar with the Local Safeguarding Children Board procedures. She does not have a secure understanding of what she needs to do to protect children. The childminder has failed to update her knowledge of the 'Prevent' duty guidance. In addition, some aspects of the childminder's welfare procedures do not meet statutory requirements, placing children's welfare at risk. The childminder has not taken enough steps to meet actions raised at her last inspection. She has not kept her practice up to date or identified further areas for improvement to move her practice forward. The childminder has poor understanding of the learning and development requirements. This limits her ability to provide parents with the required written summary of children's progress between the ages of two and three years, and to access additional support when necessary.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder is not clear about how to use ongoing assessment as a way of monitoring children's development. Planning is ineffective, as she does not match activities to children's individual learning needs. She is not supporting children to make good progress, although they are learning through some aspects of their play. The childminder engages children in an adult-led painting activity. However, the activity does not include any identified potential learning experiences. This is because the childminder is not clear about how to identify the next steps in children's learning to help them make good progress. Children’s language and communication skills are developing. The childminder repeats familiar words and phrases back to children to promote their speaking and listening skills. She demonstrates and uses descriptive language to help children complete a jigsaw.
p.3
Personal development, behaviour and welfare are inadequate
Weaknesses in the leadership and management of the childminder's provision mean that the safety and well-being of children are compromised. Nevertheless, the childminder understands her responsibilities with regards to promoting children's health and well-being overall. For example, she holds a current paediatric first-aid qualification and engages with parents to find out about children's health and care routines when they first start in her setting. The childminder encourages children to join in with tidying toys away, before moving on to the next activity. Children gain an understanding of how to keep themselves safe and follow the childminder's expectations. The childminder takes children to groups, where they meet other children and practise their physical skills.
p.3
Outcomes for children are inadequate
Children are not making sufficient progress across the areas of learning. Weaknesses in the childminder's teaching have a negative impact on children's learning experiences. Children do not receive sufficient levels of challenge appropriate to their age or stage of development. They are not receiving the support to develop the knowledge and skills they will need when they are ready for the move on to nursery or school. However, children are developing some basic skills. They learn colours during a painting activity and begin to count as they play with model cars.
