This provision is inadequate

 The childminder has failed to notify Ofsted that she is currently working with an assistant. This means that Ofsted has been unable to complete suitability checks on this assistant, who is sometimes left unsupervised with children.  The childminder has not obtained parents' permission for children to be left with her assistant.  The childminder has not ensured her assistant is trained to understand the safeguarding policy and procedures. She does not have an up-to-date knowledge of safeguarding issues, including the 'Prevent' duty.  Self-evaluation is weak. The childminder has not identified weaknesses in practice or the breaches in requirements of the early years foundation stage.  The childminder does not always use what she knows about children's development to help her track their progress as accurately as possible and plan even more precisely for their next steps in learning. Changes in routines are not always effectively organised to

p.1

It has the following strengths

 The childminder's house is clean, bright and well organised. Children choose happily from a wide range of appropriate toys and resources. They play happily with each other and particularly enjoy their time outside, where they scoot up and down the garden path. Children's physical development is well promoted.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 provide Ofsted with the required information about assistants working in the setting, so that the full suitability process can be completed 24/04/2018

p.2

Due Date

 ensure assistants are trained to understand the safeguarding policy and procedures and have an up-to-date knowledge of safeguarding issues 24/04/2018

p.2

Due Date

 obtain parents' permission to leave children with an assistant, including for very short periods of time. 24/04/2018

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of self-evaluation to identify and address weaknesses in practice  enhance assessments that help track children's progress and plan even more precisely for their next steps in learning  review daily routines so that all children's needs are met and they are well occupied at all times.

p.2

Inspection activities

 The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning.  The inspector viewed the areas of the home and garden used for childminding purposes.  The inspector spoke to the childminder, her assistant and children at appropriate times throughout the inspection.  The inspector looked at evidence of the suitability of adults living and working in the house.  The inspector took spoke to parents and read written testimonials left by parents.

p.2

Effectiveness of the leadership and management is inadequate

The childminder does not have a good enough understanding of the requirements of the early years foundation stage. Reflection on the provision has not been sufficient to identify weaknesses. The arrangements for safeguarding are not effective. The childminder has failed to notify Ofsted of a new assistant and has not provided Ofsted with all of the information required to carry out the full range of suitability checks, to ensure her suitability to work with children. However, the childminder has obtained an enhanced Disclosure and Barring Service check for her. The assistant regularly looks after children for short periods of time on her own while the childminder collects older children from school. The childminder has not obtained parents' permission for the assistant to be in charge of their children. The childminder has a suitable understanding of the signs and symptoms of abuse; however, she has not been proactive enough in training her assistant

to understand her safeguarding policy. Furthermore, the assistant does not have a clear understanding of the indicators that children may be at risk of harm from extreme views. The childminder ensures that her assistant has mandatory qualifications, such as paediatric first aid, to help ensure that she can meet children's emergency health needs. The childminder monitors children's attendance carefully and ensures that she meets the adult-to-child ratio requirements when looking after children with her assistant.

p.3

Quality of teaching, learning and assessment is good

Children enjoy a wide range of activities which interests them and engages them in their learning. The childminder provides a lovely range of toys and books to suit children of all ages. She demonstrates a suitable knowledge of how to promote learning for young children. For example, they practise counting with leaves and other natural objects and enjoy listening to familiar stories. The childminder shares regular information with parents about children's interests. She sends photographs and information about activities the children enjoy during the day. This helps to keep parents informed about children's development while they are with the childminder.

p.3

Personal development, behaviour and welfare are inadequate

Children's safety and well-being are compromised because of weaknesses in leadership and management. This being said, the childminder does ensure that the environment itself is secure and that any hazards or risks are minimised. Children enjoy their time with the childminder and her assistant and they feel happy and content in their care. They have plenty of opportunities to develop their large physical skills on play equipment and resources in the garden. The childminder encourages children to share and take turns with resources. Children behave well and respond to expectations she has of them.

p.3

Outcomes for children are good

Children make good progress from their starting points in learning. They are well prepared for school. Older and younger children play and interact well and laugh together as they play with resources. Children are keen to play and explore and learn to concentrate well. They listen to stories with interest and fill in the missing words that they are familiar with.
