This provision is inadequate
The childminder has a poor understanding of child protection matters. She is not clear what to do in the event of an allegation being made against herself. She has a poor understanding of wider child protection issues, such as identifying and protecting children who might be at risk of extreme views and behaviours. The childminder does not understand the procedures that must be followed prior to administering medication to children. She does not obtain written parental consent for each and every medicine. This has a significant impact on children's safety and welfare. The childminder does not ensure that all areas of her home are clean and hygienic. This does not promote children's good health. The childminder does not ensure that all fire safety equipment, such as smoke detectors are working. This places children at significant risk of harm in the event of a fire. The childminder is not aware of her responsibilities in accordance with the 1998 Data

Protection Act. The childminder's knowledge of what must be included in the progress check for children aged between two and three years is weak. This impacts on children's progress. The childminder does not engage in effective self-evaluation in order to identify weaknesses in practice and make improvements. At times, some aspects of adult-led activities are too challenging for children.

p.2
Inspection activities
The inspector toured the areas of the childminder's home used for childminding purposes. The inspector observed a planned activity and jointly evaluated it with the childminder. The inspector held a number of discussions with the childminder. She reviewed a range of documents and checked evidence of the suitability of adults living on the premises. The inspector viewed written feedback provided by parents prior to the inspection and took account of their views. The inspector observed the childminder's interactions with children and assessed this impact this has on children's learning.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not evaluate her provision effectively. She has a very poor understanding of her role and responsibilities. This has led to several breaches of the safeguarding and welfare requirements, which place children at significant risk of harm. For example, her knowledge of procedures to follow in the event of an allegation being made against her is weak, as is her understanding of the 'Prevent' duty guidance 2015. Parts of the childminder's home are extremely unclean. For example, her kitchen floor has a thick build-up of dirt and grime and there is wet cat food in bowls and smeared over large areas of flooring. The childminder walks in and out of the kitchen into a room where children are playing on the floor. This places their health at risk. Despite the childminder recognising that her smoke detectors have not been working for a number of months, she has failed to replace them. The childminder is unaware of the requirement to

obtain prior written parental permission for administering medication to children. On occasions, she has administered medicine to children without written consent from parents. The childminder is unaware of the requirements of her responsibilities under the 1998 Data Protection Act. She takes digital photographs of children, which she stores and shares with parents and she has not registered with the Information Commissioner's Office. The childminder attends all mandatory training, such as first-aid. This helps her to respond to children's accidents.
p.4
Quality of teaching, learning and assessment requires improvement
The childminder does not have a good understanding of how to complete the progress check for children aged between two and three years. She does not provide parents with the required written summary, to develop a targeted plan of support if required. Despite this, the childminder completes observations of children's learning and she has a general understanding of what children know and can do. She plans a range of activities. However, at times, these are too challenging and this has a negative impact on children's motivation and engagement. For example, the childminder asks children to chop hard fruits, such as pineapple with a plastic knife and children are unable to do so. Despite this, children concentrate as they thread fruits onto a straw. This helps to strengthen their finger muscles. The childminder asks children how many pieces they have and asks them to describe the size. Children tell the childminder that they have four pieces on their straw

and that they are big. This helps children to develop an understanding of mathematics. Children enjoy making marks with pencils and using glue to stick. They ascribe meanings to the marks that they make. This helps to develop their early writing skills.
p.4
Personal development, behaviour and welfare are inadequate
The weaknesses in leadership and management have a significant impact on children's safety and welfare. Despite this, children's behaviour is suitable. The childminder knows children well and she shares information about children's individual care routines with parents. The childminder takes children out each day. They go to local parks and regular groups. This helps to promote their physical skills and social skills.
p.4
Outcomes for children require improvement
Overall, the use of the progress check for children aged between two and three years requires improvement to enable children to make good rates of progress. Children do not make good enough progress in their learning and development. Despite this they gain the basic skills they will need for their move on to school. For example, children are interested in numbers and counting and they use their imagination during play.
