Information about this children’s home

This home is registered to provide care and accommodation for up to four young people. The home is operated by a local authority. The service can accommodate and care for up to four children or young people aged between 12 and 17, who may display a range of emotional, social or behavioural difficulties. The service is for children and young people whose care plan is to live in a medium- to long-term residential setting. Staff continue to support young people who turn 18 and require further support to help their transition into independence be successful. The registered manager has been registered since 22 August 2017.

At the interim inspection on 6 March 2018 the home was judged to have declined in effectiveness. There were some breaches in regulation. This included deficiencies in record-keeping practice relating to physical interventions, notifications to Ofsted, taking effective action when there were serious concerns about a child’s welfare and training for the staff team.

As a result, four requirements were made. Two of the requirements were the subject of compliance notices that were served to the provider under regulation 12 and 13 of the Children’s Homes Regulations (2015).

p.1

This monitoring visit

This monitoring visit was carried out to establish whether any progress has been made in addressing the compliance notices served under regulations 12 and 13. In particular, to ascertain whether steps have been taken to ensure that effective action had been taken to address the risks to an individual young person’s welfare.

During the visit, the manager provided evidence that the concerns relating to the welfare of one young person had been escalated to senior leaders in the placing authority. He had satisfied himself that appropriate steps were being taken to assess and minimise any potential and identified risks to the safety of the young person.

p.2

This monitoring visit

The manager has also worked with a training coordinator in the organisation to source and commission appropriate training on self-harm and ligature use awareness for all staff working in the home.

p.2

This monitoring visit

The staff team has also accessed another internally provided self-harm course. Half of the team has completed this course and the other half is scheduled to complete it in the near future.

p.2

This monitoring visit

The regulator is satisfied that the compliance notices under regulations 12 and 13 are met. The actions taken by the management in relation to the other requirements made at the last inspection, under regulations 12, 35 and 40, will be examined at the next full inspection of this service.

Recommendations

 Staff should continually and actively assess the risks to each child and the arrangements in place to protect them. Where there are safeguarding concerns for a child, their placement plan, agreed between the home and their placing authority, must include details of the steps the home will take to manage any assessed risks on a day to day basis. (‘Guide to the children’s homes regulations including the quality standards’, page 42, paragraph 9.5)  When a child returns to the home after being missing from care or away from the home without permission, the responsible local authority must provide an opportunity for the child to have an independent return home interview. Homes should take account of information provided by such interviews when assessing risks and putting arrangements in place to protect each child. (‘Guide to the children’s homes regulations including the quality standards’, page 45, paragraph 9.30)

p.4

Recommendations

 Evaluation of missing incidents should be undertaken to identify any gaps in training, skills or knowledge for staff or to record and retain evidence of what worked well. This evaluation should inform the review of the quality of care.
