This provision is inadequate
Despite recent training, the childminder and her assistant have not developed an adequate understanding of safeguarding procedures. This compromises children's safety and wellbeing. The activities provided do not support children to make good progress. There are missed opportunities for the childminder to build on the children's current abilities. The childminder does not adequately review children's progress between the age of two and three years old. This does not help her to identify the next steps in children's learning and development to plan a suitable range of activities.
p.1
It has the following strengths
Children are settled in the childminder's care. She demonstrates she has a good bond with the children in her care, understanding their individual needs and offering reassurance as necessary. The childminder reports good relationships with parents. She offers a flexible service to meet their childcare needs.
p.1
What the setting needs to do to improve further
To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

Inspection activities
The inspector observed the quality of teaching during activities indoors and assessed the impact this has on children's learning. The inspector observed and evaluated an activity with the childminder/assistant. The inspector held discussions with the childminder and her assistant and looked at relevant documentation, including checking evidence of the suitability of the childminder and household members. The inspector viewed the areas of the premises used for childminding.
p.2
Effectiveness of the leadership and management is inadequate
Arrangements for safeguarding are not effective. The childminder has completed additional online safeguarding training recently to extend her understanding. However, training has not been fully effective in increasing the childminder's knowledge of safeguarding matters. For example, she does not understand safeguarding procedures in relation to who to notify if an allegation is made against herself, her assistant or household members. In addition, the childminder does not understand the role of the Local Authority Designated Officer. This does not ensure that children are effectively safeguarded. The childminder does not fully understand the professionals she should notify with concerns about children in her care. This compromises children's safety. Despite the childminder appraising and identifying training needs for her assistant, the supervision of her assistant is not effective.
p.3
Quality of teaching, learning and assessment is inadequate
The childminder recognises activities the children may be interested in. However, she does not always extend this into her practice by providing exciting and interesting activities. The childminder fails to pitch activities at the right level for the children according to their age and stage of development. For example, she tries to introduce activities that a young child does not engage with or enjoy. The childminder and her assistant have unrealistic expectations regarding children's development. For example, expecting a child to learn about sharing and taking turns and holding a felt tip pen, at a very young age. The childminder does not review children's progress as required between age two and three years. This does not help her to easily identify when children are at risk of falling behind in their development. The childminder does not have in place arrangements should any concerns arise, regarding a child's development. She does not understand the need to

involve other professionals as required which impacts on the support that children receive.
p.3
Personal development, behaviour and welfare are inadequate
Children attend settling-in visits when they first start with the childminder. The childminder provides praise and reassurance to help children settle in her care. The childminder ensures the children's routines are followed to meet their individual care needs. For example, she supports children with toilet training in readiness for school. However, the childminder's poor safeguarding knowledge and weak teaching does not ensure children's safety, wellbeing and overall good development. The childminder provides a balanced range of foods for children, including healthy snacks, which supports their understanding of healthy lifestyles.
p.3
Outcomes for children are inadequate
Outcomes for children are poor. Although the childminder assesses children's starting points on arriving in her care, their development is hampered by unrealistic expectations as to what they can achieve and by what stage. This means activities are not appropriately pitched to support children's interests and children are not well prepared for the next stage in their learning.
