This provision is inadequate
The childminder failed to notify Ofsted of the employment of four assistants which means their suitability has not been assessed. She has not obtained Disclosure and Barring Service checks for three of them. The childminder allows these staff to have unsupervised access to children. This compromises children's safety and well-being. The childminder has not ensured that any assistant left alone with children has appropriate first-aid training. She has not obtained parents' permission to leave any assistant in sole charge of children. The childminder does not offer supervision to her assistants to support their professional development. The childminder is not promoting the safety and well-being of children in her care. There are breaches in the requirements to minimise hazards, to keep a stocked first-aid kit and to insure all vehicles used for transporting children. The childminder does not work well enough in partnership with parents or other

Inspection activities
This inspection was carried out as a result of Ofsted's risk assessment process. The inspector observed the quality of teaching during activities and assessed the impact this has on children's learning. The inspector held discussions with the childminder and children during the inspection. The inspector looked at relevant documentation, such as the childminder's accident records, registers of attendance, risk assessments and child protection policy. The inspector had a tour of the childminding premises.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder has failed to notify Ofsted of persons who work with her as assistants and not ensured they are suitable. They have unsupervised access to children on the school run and in the home and garden. At times, the assistants have sole charge of children and have not completed the relevant paediatric first-aid training. In addition, the childminder has not obtained consent from parents for assistants to be in sole charge. The childminder does not monitor the practice of her assistants, or offer appropriate training, to ensure children receive good quality care and support. Furthermore, children's safety is compromised because some of the assistants collect children using their cars and they do not hold appropriate business use insurance. The childminder does not use risk assessments effectively to minimise risks to children. There are a number of hazards in the outdoor area, such as old toys, rubbish and household

items. These items block the access to the rear gate, preventing children and the childminder from using this as an exit in the event of an emergency. The childminder and her assistants have an appropriate understanding of how to report concerns about a child's well-being. The childminder has kept up to date with mandatory training, such as first aid and child protection. She does not evaluate her provision well to help identify weaknesses in her practice and breaches of the legal requirements.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder is well-qualified and has a secure understanding of the areas of learning. However, she does not use her knowledge or skills to plan or identify how best to help every child make progress. The childminder does not make effective use of ongoing assessment to challenge children's skills or monitor their progress. She does not work with parents to identify what children know and can do when they first start in her care. This means the childminder does not have information on how to best to tailor the environment or activities to meet their individual needs. In addition, she does not seek information from other settings children attend to help continue and consolidate their ongoing learning. Children show positive communication skills as they sit and chat to each other when eating their snacks. During outdoor play, they use a range of equipment to enhance their physical skills. Children show good cooperation as they take turns and share. They enjoy

their time with the childminder and her assistants.
p.4
Personal development, behaviour and welfare are inadequate
The childminder has failed to meet legal requirements to keep children safe from harm. This means that children's safety and welfare cannot be assured. Children form positive relationships with the childminder, her assistants and each other. However, the assistants are not known to Ofsted and their suitability has not been checked. There are very limited contents in first-aid box and some of these are out of date. The childminder does not check the box regularly to ensure appropriate items are available when required. The childminder manages children's behaviour appropriately. She reminds them to listen to her and to follow the 'rules' as needed. For example, children use positive manners when asking for food, and take their shoes off when they arrive from school. Children enjoy a range of healthy snacks. The childminder ensures she seeks information on children's dietary needs from parents and provides for this accordingly.
p.4
Outcomes for children are inadequate
Weaknesses in the organisation, planning of activities and poor quality teaching means children are not adequately prepared for school or their next steps in learning. The childminder does not provide meaningful or challenging learning opportunities for children. Despite this, children show independence as they use the toilet unaided and can take and put on their own shoes and coats. Children happily choose resources and confidently move around the environment.
