This provision is inadequate

 The childminder has not informed Ofsted about all adults working with the children. Assistants have unsupervised access to children, including carrying out personal care, which puts children at significant risk.  The childminder does not provide her assistants with regular supervision and coaching to help support their professional development and monitor their practice.  The childminder does not take all necessary steps to prevent unauthorised persons from entering her premises.  The quality of teaching is not good enough to consistently engage children and provide them with stimulating, challenging play and learning experiences.  The childminder does not carry out the required progress check for all children when they are aged between two and three years old.

p.1

It has the following strengths

 The childminder builds suitable partnerships with parents. She keeps them informed about their children's day and learning. Information is shared daily, for example, through verbal communication and written records.  Children develop close emotional attachments to the childminder and her assistants. They enjoy their time in the childminding setting.  Children have daily opportunities for exercise and fresh air, helping to promote their physical well-being. The childminder plans regular outings into the local community.

What the setting needs to do to improve further

Inspection activities

 The inspector observed the quality of teaching during activities and assessed the impact this had on children's learning.  The inspector spoke with the childminder and the assistants at appropriate times throughout the inspection. She observed an activity and evaluated this with the childminder.  The inspector discussed children's learning and looked at a selection of policies and other records.  The inspector checked evidence of the suitability of household members and qualifications of the childminder. She also discussed the childminder's self-evaluation.  The inspector spoke to available parents.

p.2

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder does not ensure that the premises are secure to prevent access by unauthorised persons. In addition, she has failed to provide Ofsted with information about all adults working with the children so that all suitability checks can be completed before allowing assistants to have unsupervised access to children. The childminder does, however, make sure that they have an enhanced Disclosure and Barring Service (DBS) check. She carries out some risk assessments and ensures assistants are suitably deployed so that children are supervised and ratios maintained. The childminder knows how to recognise and report child protection concerns. She keeps up to date with current legislation and completes training to further her own professional development. She has plans in place to address areas for development that she has identified. However, assistants do not receive regular supervision or coaching to

help develop their practice and skills to provide children with good-quality learning experiences.

p.3

Quality of teaching, learning and assessment is inadequate

The childminder does not plan sufficiently interesting and challenging learning experiences that actively support the next steps in children's learning. Adults' interactions with children are not always of a good quality. Therefore, children are sometimes uninterested and lack enthusiasm to play. The childminder does not routinely carry out the required progress check for children between the age of two and three years. This does not ensure that any gaps in children's learning and development are identified promptly in order to arrange any additional support as needed. Despite this, the childminder and her assistants talk to the children and sometimes play with them. Children enjoy singing rhymes using puppets as props. They join in with words and actions of familiar songs.

p.3

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management significantly compromise children's welfare and safety. However, the childminder supports children to move confidently between their home and her setting. This is particularly valued by parents. The childminder is happy to visit children in their own home to help them get to know her in a familiar environment. The childminder and her assistants help children to learn to manage their behaviour and consider the needs of others. Toys and resources are stored to enable children to select for themselves. Children choose freely from the toys available to them, supporting their independence and sense of belonging.

p.3

Outcomes for children are inadequate

Children are not adequately supported to help ensure that they make good progress and be ready for their move to school. However, children learn some of the skills they need to help support the next steps in their learning. For example, children confidently talk to the childminder and each other. Children have daily opportunities for exercise and fresh air, helping to promote their physical well-being.
