p.1

This provision is inadequate

 The childminder has failed to notify Ofsted of a significant event, as required. This means she is not ensuring children's safety and welfare. Furthermore, she does not have an up-to-date knowledge of safeguarding issues, including the 'Prevent' duty guidance.  The childminder has a weak knowledge of the learning and development requirements. She does not assess children's progress effectively or plan suitably challenging experiences. Children do not make adequate progress from their starting points.  The childminder does not work closely enough with parents. She does not seek precise information about what children already know and can do from the outset, to identify accurate starting points and help build on their existing learning.  The childminder does not use self-evaluation well enough to focus and improve upon the overall quality of her practice. She has not sufficiently addressed the recommendations raised at her previous inspection.

p.1

It has the following strengths

 The childminder forms warm relationships with children, which help them to settle.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 inform Ofsted of any significant event that is likely to affect the childminder's suitability to work with children 30/04/2018

p.2

Due Date

 improve knowledge and understanding of child protection issues and develop awareness of the 'Prevent' duty guidance 30/04/2018

p.2

Due Date

 take action to develop a secure knowledge of all aspects of the learning and development requirements, including the seven areas of learning, to improve outcomes for children 31/05/2018

p.2

Due Date

 improve the planning of activities and provision of resources to ensure that these accurately match the children's individual needs, so that they are fully motivated, engaged and challenged in their learning 31/05/2018

p.2

Due Date

 assess children's progress to identify and target any gaps in their learning promptly. 31/05/2018

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 gather more precise information from parents when children first start, to assess children's starting points and to help inform future planning  enhance methods used for self-evaluation and identify quickly any weaknesses in practice to ensure continuous improvement.

p.2

Inspection activities

 The inspector spoke to the childminder and children at appropriate times during the inspection.  The inspector looked at evidence of the suitability of the childminder and other adults living in the home.  The inspector observed the quality of teaching and the impact this has on the children's learning.  The inspector jointly evaluated the children's learning with the childminder.  The inspector looked at a sample of the childminder's policies and procedures.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder has an appropriate understanding of how to respond if she has concerns that a child is at risk of abuse. However, she does not fully demonstrate a suitable understanding of the safeguarding and welfare requirements. She has failed to notify Ofsted of a significant event, as required. The childminder has not considered the recommendations raised at previous inspections, and does not place enough importance on reflecting and developing her overall practice. As a result, the quality of her provision has declined. The childminder completes risk assessments to ensure that children are not exposed to any hazards.

p.4

Quality of teaching, learning and assessment is inadequate

Weaknesses in teaching and assessment have a significant impact on children's learning and development. The childminder fails to accurately measure children's progress and does not plan activities that target their next steps in learning. The childminder fails to build on children's interests or extend their learning. The activities and resources she provides do not sufficiently stimulate or motivate children to learn. Children engage for a short time with some electronic cause-and-effect toys. The childminder does not always work in close partnership with parents. She does not gather pertinent or precise information from parents about what children can already do when they first start at her setting. However, she does maintain some communication with parents. She ensures that parents receive daily feedback about children's routines and daily experiences.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management have a significant impact on children's overall safety, welfare and personal development. The childminder supports positive behaviour. For example, children are encouraged to share and good manners are rewarded with praise. Children learn about healthy living and follow suitable hygiene practices in their daily routines. The childminder helps children to learn about their local community. She takes them to toddler groups to give them opportunities to mix with other children and develop their social skills. The childminder works well with parents to help children settle. They have settling-in sessions before each child starts, where they share information about the child's likes, dislikes and care routines.

p.4

Outcomes for children are inadequate

Children do not make the progress of which they are capable due to weaknesses in teaching, planning and assessment. Children lack enthusiasm to engage in their learning. They have opportunities to develop their independence as they are encouraged to put on their coat and shoes. However, the majority of activities offer insufficient challenge and do not link closely to children's individual learning. Children do not gain the skills they need to prepare them well for school and for their future learning.
