Inspection report for children’s home – monitoring visit: SC476292 1 SC476292
p.1
Cambian Childcare Ltd
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is operated by a private company and is registered to provide care and accommodation for up to five children or young people who have emotional and/or behavioural difficulties.
p.1
This monitoring visit
An unannounced interim inspection was undertaken on 7 February 2018. The judgement was that the home had declined in effectiveness. There were significant concerns regarding the safety of the children in the home, a high turnover of staff, a poor home environment, education of young people and a lack of robust senior management. Because of these significant concerns, Ofsted issued a restriction of accommodation notice and a number of requirements. The purpose of this monitoring visit was to monitor the registered provider’s compliance with the notice and to ensure that there have been no new young people admitted to the home.
p.1
This monitoring visit
The registered manager has worked hard to ensure that children’s needs are met. Since the last inspection, no children have been admitted to the home and four children remain living at the home. All children are now engaging in some form of education. Children who struggle engaging with education are on a reduced timetable that increases on a weekly basis. This means that children are now starting to work towards their academic goals.
p.1
This monitoring visit
The home environment is currently a work in progress. A significant amount of new furniture has been purchased and decorating and maintenance work has been undertaken and is due to continue. Children now have bedrooms that are personalised. For example, one child has a Disney ‘Frozen’ bed that has a slide from the top bunk, whereas other children have ‘Minecraft’ wall art and superheroes for their bedrooms. This is allowing the children to have a sense of belonging, improved self-esteem and a sanctuary that they can call their own. They have a trampoline in the garden that the registered manager says he ‘cannot keep the children off’. This Inspection report for children’s home – monitoring visit: SC476292 2 outdoor play enhances children’s development while they benefit from keeping fit and having fun.
p.1
This monitoring visit
Children are now cared for by a consistent staff team. New staff have been employed or moved from the provider’s other homes. All staff are aware of the whistle-blowing policy and the need to raise concerns immediately with a manager or a safeguarding professional.
p.2
This monitoring visit
Physical interventions records still do not detail what steps were taken to avoid the need for such a measure. There has only been one physical intervention since the last inspection. Although the manager reviewed the record, he acknowledged that more detail is required. Therefore this requirement has not been met and will be repeated.
p.2
This monitoring visit
The service has complied with the restriction of accommodation notice and has met all but one of the requirements that had been made.
