This provision is inadequate
Checks on the quality of the provision continue not to be sufficiently rigorous to ensure that statutory requirements are met. Although the childminder has taken appropriate action to address most of the issues raised at the last inspection, there are further serious breaches in practice that put children's welfare at risk. The childminder fails to complete robust risk assessments. She does not identify hazards in the home that significantly compromise children's safety and well-being. Weaknesses in organisation and attention to paperwork mean that not all required records, including attendance and medication records, are sufficiently maintained. The assistant, who is occasionally left in sole charge of the children, does not have a paediatric first-aid certificate. The childminder does not consistently provide children with healthy, balanced and nutritious meals. Children are not sufficiently challenged to move on in their learning. The childminder

Inspection activities
The inspector observed interactions between the childminder and children present, and spoke to the childminder and children at appropriate times during the inspection. The inspector observed and jointly evaluated practice with the children. The inspector looked at children's records and a range of other documentation, including policies and procedures. The inspector checked evidence of the suitability of adults living on the premises.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is not effective. Recently introduced systems to monitor the quality of the provision are not rigorous enough. Despite taking appropriate action in response to issues raised at the last inspection, a significant number of legal requirements are still not met. The childminder has failed to identify a number of hazards within her home. These include the risk posed by cords dangling from the window blinds and toys with small parts in the freely accessible toy boxes. She has also failed to consider the risk created by the organisation of storage units, which result in children climbing and falling onto a hard surface. The childminder does not maintain an accurate record of children's hours of attendance. She is unable to demonstrate that written permission is obtained from parents prior to medication being administered, or that she keeps a record each time medicine is given. The childminder leaves children in the sole care of an assistant who does not hold a

paediatric first-aid qualification. The childminder has a sufficient knowledge of child protection issues. She knows the procedure to follow if she is concerned about a child's welfare and in the event of an allegation being made against her or her assistant.
p.4
Quality of teaching, learning and assessment is inadequate
Teaching is weak and fails to reflect the individual learning needs of the children. Although the childminder has a general awareness of child development, she does not monitor children's learning or use what she knows about their interests to plan suitably challenging activities. She does not give young children the support they need to engage in meaningful play. The accessible play materials briefly hold children's attention, for example, as they push the buggy or press the keys on the xylophone. However, children quickly lose interest, become bored and wander aimlessly. Children enjoy looking at books with the childminder.
p.4
Personal development, behaviour and welfare are inadequate
Children's welfare is compromised by weaknesses in leadership and management. The childminder fails to raise children's awareness of risk and possible consequences as they repeatedly climb on storage units. Meals provided by the childminder do not consistently encourage children to make heathy choices. Children are frequently provided with processed convenience foods for their meals. The childminder manages children's behaviour appropriately. She provides gentle age-appropriate reminders to encourage young children to be kind and to share with each other. Children enjoy the opportunities to access play materials outdoors. They confidently steer and manoeuvre sit-and-ride toys, and enjoy climbing inside a small tent.
p.4
Outcomes for children are inadequate
Significant weaknesses in the quality of teaching mean children do not make enough progress. Children are not adequately supported to acquire all of the key skills that will prepare them for the next stage in their learning and eventually school.
