This provision is inadequate

 The childminder has not completed Disclosure and Barring Service checks on all household members. She has repeatedly failed to complete the necessary notifications to enable Ofsted to determine the suitability of a new adult member to her household.  The childminder does follow her own risk assessment procedures effectively. She has not identified and minimised risks to her home to ensure it is safe for children.  The childminder does not have a secure understanding of the complaints process. She does not have a written complaints procedure in place and this is a breach of the requirements of the Childcare Register.  Self-evaluation is weak. The childminder has not identified the weaknesses in practice or the breaches in requirements of the Early Years Register and Childcare Register.  The childminder does not plan as thoroughly for children's learning during some routine times, such as the daily walks to collect older children from pre-school, to continually

p.1

It has the following strengths

 The childminder delivers effective teaching overall. Children make good progress in their development. They are keen and inquisitive learners.  Children are settled and happy. They form warm relationships with the childminder. They see her as someone that they can trust. They enjoy her cuddles, reassurance and praise for their achievements.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Due Date

 ensure that any adult living on the premises has completed the required suitability checks, including obtaining a Disclosure and Barring Service check 20/04/2018

p.2

Due Date

 improve knowledge and understanding about when to notify Ofsted of any changes and ensure that Ofsted is provided with the required information so that the suitability checks of all adult members of the household can be completed 20/04/2018

p.2

Due Date

 take all necessary steps to identify and minimise risks to the health and safety of children 01/04/2018

p.2

Due Date

 improve knowledge of the procedure to follow in the event of a complaint 01/04/2018

p.2

Due Date

 develop a written complaints procedure. 20/04/2018

p.2

Due Date

To further improve the quality of the early years provision the provider should:

p.2

Due Date

 make effective use of self-evaluation to identify and address breaches in requirements and weaknesses in practice  plan more thoroughly for some daily routines so that children continue to be stimulated and encouraged in their learning at these times.

p.2

Inspection activities

 The inspector observed the childminder and children in the childminder's home and accompanied them on a walk in the local community.  The inspector discussed the learning that was taking place with the childminder.  The childminder spoke with the childminder about her understanding of safeguarding, first aid, and health and safety.  The inspector saw the parts of the childminder's home that she uses for childminding.  The inspector looked at some documentation, including the childminder's policies and children's records.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder has failed to complete the required checks on a new household member. Although the childminder has initiated the Disclosure and Barring Service check for her new partner, she has not responded to all correspondence from Ofsted for additional information for this to be completed. In addition, she has not submitted the required application form to enable Ofsted to further check other areas of suitability for this person. This significantly compromises children's safety. The childminder does not effectively assess her home for potential risk to ensure that her premises are safe for children. For example, she encourages children to use a bathroom unsupervised where she has left cleaning products within their reach. However, the childminder has a thorough understanding of child protection issues and knows what to do if she has concerns about a child's welfare. The childminder does not monitor her practice effectively

p.4

Effectiveness of the leadership and management is inadequate

to ensure that she continues to meet the requirements of her role. For example, she has a poor understanding of the process to follow if she receives a complaint and is unaware of the need for a written complaints procedure. Nonetheless, she has taken suitable steps to keep any required training up to date.

p.4

Quality of teaching, learning and assessment is good

The childminder makes ongoing and accurate assessments of children's progress and uses these well to provide children with a range of learning experiences that they enjoy. For example, she models clear language for younger children, who respond by repeating back single words. She encourages children to explore independently. For example, children enjoy choosing books to look at and investigating the toys and resources in baskets on the floor. She introduces numbers and mathematical concepts. For example, she counts out crayons as she passes these to younger children and points out numbers in the environment to older children during walks back from pre-school. However, she does not always fully consider how to further engage younger children in meaningful learning during these daily trips. She offers advice to parents to help with children's ongoing development. For example, she works with parents to limit the use of dummies as children

p.4

Personal development, behaviour and welfare are inadequate

The childminder's poor practice and breaches of welfare requirements compromise children's health and safety. However, the childminder is kind and patient, and children enjoy her company. The childminder ensures that children have easy access to drinking water and enjoy healthy meals and snacks. She plans daily trips to local parks to promote their physical development and to ensure that they benefit from fresh air. Children behave well for their age.

p.4

Outcomes for children are good

Children develop a suitable set of skills in preparation for their move to school. They learn to share and take turns, and to consider the needs of each other. They develop a suitable set of early mathematical and literacy skills. Older children learn to manage their own needs, such as to take off their coats and shoes. They develop an understanding of the similarities and differences between themselves and others.
