This provision is inadequate
The provider does not take all reasonable steps to ensure that the premises are risk assessed well enough to ensure children's health and safety needs are met, which places children at risk. Although staff have completed behaviour management training, the provider does not ensure that enough has been done since the last inspection to encourage staff to manage children's behaviour appropriately. Staff do not provide activities that challenge all children's learning and meet their individual needs appropriately, including for older children and those who have special educational needs (SEN) and/or disabilities. Children do not make sufficient progress in their leaning. Staff assessment of children's learning is not accurate. Areas for support are not clearly understood and identified, to plan the next steps needed in children's learning. The provider does not provide sufficient support to help staff improve their interaction

and teaching skills, to further aid children's learning and development.
p.1
It has the following strengths
Overall, staff communicate clearly with parents and are flexible in the care provided for their children. Staff have a clear understanding of the procedures to follow if they have any concerns about a child's welfare to help protect children from harm.

What the setting needs to do to improve further
To meet the requirements of the early years foundation stage the provider must:

Inspection activities
This inspection was carried out as part of Ofsted's risk assessment process. The inspector spoke with the provider/manager, deputy manager, staff and children at appropriate times during the inspection. The inspector took account of the views of parents spoken to on the day, observed children and discussed their learning with the manager. The inspector sampled documents, including safeguarding policies, staff qualifications and behaviour policy. The inspector carried out a joint observation with the manager and evaluated the impact on children's learning.
p.2
Effectiveness of the leadership and management is inadequate
The provider does not ensure that all possible steps are taken to minimise risks and improve the safety of the premises. For instance, she has not addressed issues with regards to a lack of heating and condensation in the building. Steps to reduce or remove mould and the risk of damp have not been taken to ensure children's basic health and welfare needs are met. Safeguarding is ineffective. Although the provider supports staff professional development, she does not ensure their practice is sufficiently monitored. This does not effectively support children's learning and developmental needs. Staff do not accurately assess children's learning. As a result, the provider is unable to precisely track the progress of individuals, or groups of children, to accurately identify gaps in their development. Ratios are consistently adhered to and staff are well deployed to ensure children are supervised. Staff understand the processes to follow if they have concerns
p.3
Effectiveness of the leadership and management is inadequate
with regards to a child's welfare, to ensure they are safe. The provider follows clear recruitment processes, to ensure staff are appropriate and suitable. She ensures that confidentiality is maintained to help assure the safety of children and staff.
p.3
Quality of teaching, learning and assessment is inadequate
Staff do not have sufficient understanding of how to assess children's learning. They do not understand how to clearly identify gaps in children's development and support their learning to an adequate level. The provider has identified the issue but enough has not been done to help children improve quickly. Staff do not ensure children are suitably challenged in learning. For example, the activities provided are very basic and not interesting enough to motivate children to learn because staff interaction is poor. Older children are not appropriately engaged and children who have SEN and/or disabilities do not receive the support they need. Most of the time, staff just sit with the children and observe them, but do not engage with them to support their interests and learning. Staff are not aware of how to effectively meet children's learning needs adequately. Parents explain that, while their children are well cared for, they feel children are not fully
p.3
Personal development, behaviour and welfare are inadequate
Staff do not appropriately support children's emotional development. For example, as children fill a saucepan with sand and rice, staff tell them to count as they fill the saucepan. When they do not do this, staff take the pan away and tip the sand and rice back into the tray, which affects children's self-esteem. Staff do not do enough to encourage children to feel valued or respected, and practice does not effectively support children's confidence, or encourage positive behaviour. Staff support children's dietary needs well. For instance, they share information with parents each day, including the daily menu. Staff remind children to share and take turns. They provide opportunities for children to be physically active.
p.3
Outcomes for children are inadequate
Weakness in teaching means that children's individual learning needs are not supported well enough. Children are not challenged or motivated to learn adequately enough by the staff. For example, activities are not engaging and staff do not provide sufficient interaction to help encourage children's learning in general. Children who have SEN and/or disabilities do not have opportunities to explore and develop their learning. Older children have few opportunities to develop curiosity or become deeply involved in their learning. Children are not sufficiently well prepared for the next stages of their learning and for starting school.
