Inspection report for children’s home - monitoring visit: SC458070 1 SC458070

Cambian Autism Services Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This national private organisation provides care and accommodation for children and young people who have autistic spectrum disorders and/or learning disabilities. The service operates as a residential special school and provides accommodation for a number of children throughout the year. Accommodation is provided in four houses for up to 40 children. The houses are located in the same grounds as the school.

p.1

This monitoring visit

An interim inspection undertaken in January 2018 judged the home to have declined in effectiveness. At that inspection, significant shortfalls were identified. Two compliance notices were issued under Regulation 12: The protection of children standard and Regulation 13: The leadership and management standard. Seven statutory requirements were also set. Following the interim inspection, a monitoring visit took place in February 2018 to assess the two compliance notices. The inspectors found that insufficient action had been taken to address the action points on the compliance notices. As a result, they were judged not to have been met. Two further compliance notices were served under Regulation 12: The protection of children standard and Regulation 13: The leadership and management standard. Five statutory requirements were also set. At this monitoring visit, the inspectors found that sufficient action had been taken to

meet the compliance notices. Further inspections will take place to determine the progress being made to meet the statutory requirements. Since the previous monitoring visit, there have been two additional incidents where children were placed at harm. On one occasion, a member of staff left a child identified as requiring one-to-one support unattended. On another occasion, some staff witnessed practice concerns about another member of staff, but failed to follow the child protection procedure and report the concern to senior managers as expected. Leaders and managers have addressed this failure to follow the child Inspection report for children’s home - monitoring visit: SC458070 2 protection procedures in both staff members’ supervisions. Leaders and managers briefed all staff about their expectations to improve the quality of care and to protect children. Staff spoken with during the inspection, demonstrated more clarity to the inspectors about their roles and responsibilities.

p.1

This monitoring visit

Staff showed a better understanding of the shortfalls, areas for improvement and the home’s action plan to improve. Leaders and managers are helping staff to develop the skills required to fulfil their role. The designated safeguarding lead takes effective action when staff report child protection concerns. Referrals are made to the appropriate external safeguarding agencies. The introduction of a safeguarding tracking document shows the actions that leaders and managers take to safeguard children from risk while an investigation is completed. A new system, which aims to instil a process of reviewing and monitoring staff records about significant conversations they have with children, is in its infancy. Staff are aware of this system and have started to use it, but the impact of this increased monitoring cannot yet be determined. Leaders and managers have not maintained detailed records to show the action that they have taken to deal with a

complaint a child made about their care. Staff who have supervisory roles completed supervision training during the monitoring visit. Leaders and managers have started to implement a supervision record to enable them to monitor the frequency of staff supervision. Currently, not all staff have received regular supervision or had their performance appraised annually.
