It is not yet outstanding because:

Inspection activities
The inspector observed children playing indoors and outside. The inspector spoke to the childminder and children at appropriate times throughout the inspection. The inspector sampled relevant documentation, such as children's records, policies and procedures, and self-evaluation information. The inspector took account of the written views of parents.
p.2
Effectiveness of the leadership and management is good
Safeguarding is effective. The childminder attends regular child protection training and has a very good knowledge of her role and responsibility to protect children and keep them safe from harm. She carries out robust risk assessments to help ensure the environments children use are safe and suitable. The childminder implements policies and procedures effectively to help ensure children's safety and welfare. Children benefit from the childminder's lively approach to their learning. They enjoy taking part in stimulating activities that support their development well. The childminder assesses children's progress and tracks it over time. This enables her to identify any gaps in their learning and respond swiftly to any developmental needs.
p.3
Quality of teaching, learning and assessment is good
The childminder consistently demonstrates good teaching skills. Activities are based on children's interests and she uses her knowledge of children's interests to help plan what resources she provides. For example, outdoors a child enjoys transporting materials and items, so different digger trucks and lorries are available to enable him to fulfil this need. The childminder knows how important it is for children to develop physical skills to help promote speech development and writing capabilities. With this in mind, she encourages children to blow bubbles and repeats the word 'pop' as they burst them. Moulding dough is popular with the children and they spend a good length of time rolling, cutting and shaping the dough with their hands. The childminder interacts positively with children and provides good support to their communication and language development.
p.3
Personal development, behaviour and welfare are good
The childminder provides a warm and welcoming environment and is attentive to children's health and safety; for example, as she provides freshly prepared balanced snacks and meals. Children are content, happy and ready to learn. The childminder's calm, caring and kind nature helps children behave well and listen to her guidance when they need or want it. Children are provided with opportunities to visit parks, libraries, local toddler groups and nature areas. The childminder prepares a pack to take on outings that includes paper, notebooks, crayons and pencils. This helps children develop skills in recording what they see in their own way.
p.3
Outcomes for children are good
Children make good progress from their starting points and acquire the skills they need for their next stage in learning and the move on to school. Children show they are inquisitive and active learners. They are excited and enthusiastic as they choose and take part in activities that interest them. Children learn to share and take turns as they play alongside each other.
