This provision is inadequate
Risk assessments are not carried out on all areas of the environment. Security is not assured and hazards in the garden have not been identified or addressed. The childminder has a weak knowledge of the early years foundation stage requirements. Breaches of requirements compromise children's welfare, and their ability to learn and behave well. The childminder fails to assess children's progress effectively or provide activities that meet children's needs. She does not know enough about the required progress check for children aged between two and three years. Children do not make adequate progress from their starting points. The childminder does not manage children's behaviour effectively. She does not support children to understand and follow expectations for good behaviour. The childminder does not understand how to build on children's communication and language skills. The childminder has not developed her knowledge and understanding of good teaching

Inspection activities
The inspector observed the quality of teaching during activities indoors and outdoors, and assessed the impact this has on children's learning. The inspector took account of the views of parents through written feedback provided. The inspector held a number of discussions with the childminder. She looked at relevant documentation and evidence of the suitability of persons living in the household. The inspector spoke to children during the inspection.
p.3
Effectiveness of the leadership and management is inadequate
The childminder does not have a secure knowledge of the requirements of the early years foundation stage. She has not thought carefully about her practice and where she might need to make improvements. As a result, there are breaches of legal requirements. Children's learning and development are not effectively promoted and their safety is compromised. Arrangements for safeguarding are ineffective. The childminder does not ensure the premises are safe. Risk assessments have not been effectively implemented to ensure potential hazards are identified and minimised. Gates are not secured and risks relating to the use of the trampoline have not been identified. These weaknesses compromise children's safety and welfare. The childminder has an adequate knowledge of procedures to follow in the event of a child protection concern.
p.4
Quality of teaching, learning and assessment is inadequate
Weaknesses in teaching and assessment have a significant impact on children's learning and development. The childminder does not fully understand how to assess children's progress to precisely identify their stage of development or gaps in their learning. Although she carries out some observations of children as they play, she is not sufficiently aware of the expected levels of development for their ages. The required progress check for children aged between two and three years is not carried out. Therefore, consideration is not given to what each child needs to achieve and planned activities do not meet children's learning needs. For example, during a sensory activity, the childminder focuses on trying to teach very young children colours and counting, rather than supporting them in their listening, attention and language skills. Consequently, these children do not make the progress they should. The childminder maintains communication with parents. She

ensures that parents receive daily feedback about children's routines and daily experiences.
p.4
Personal development, behaviour and welfare are inadequate
The childminder's poor safeguarding practice fails to protect children's welfare adequately. Weaknesses in teaching mean children do not engage deeply in their play. Children are not supported to understand what is expected of them and their behaviour deteriorates. This results in children struggling to take part in activities and ultimately learn. Nevertheless, children's physical well-being is promoted. The childminder forms warm relationships with children and gives them lots of praise. This helps them to feel valued and secure, and they are happy in her care. The childminder ensures children adopt good hygiene routines. They are provided with a wealth of nutritional meals and snacks. Children also benefit from plenty of fresh air and exercise.
p.4
Outcomes for children are inadequate
Children do not make the progress they are capable of because teaching does not focus on their individual needs and next steps for learning. Toddlers do not progress well in their early language skills and older children have few opportunities to think through their ideas. Children do not receive the support they need to learn to concentrate. They do not learn to think critically and understand expectations for good behaviour. Children show some curiosity and eagerness to explore their environment. They develop their physical skills, for example, as they push and pull wheeled toys, and learn to feed themselves at meal times. However, children do not gain the skills they need to prepare them well for their future learning and for their eventual move on to school.
