Inspection report for children’s home - monitoring visit: 1247765 1

p.1

Compass Children’s Homes Limited

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This service is a privately owned children’s home registered to provide care and accommodation for three young people who have emotional and/or behavioural difficulties.

p.1

This monitoring visit

At the interim inspection in February 2018, the home was judged as declined in effectiveness. The concerns included:

p.1

This monitoring visit

 The overall condition of the home was poor.

p.1

This monitoring visit

 Staff did not have a shared understanding of the well-being of young people and were not always successful in working together to achieve positive outcomes.

p.1

This monitoring visit

 There was a lack of joined-up working within the management team. This meant that opportunities to improve staff practice and to safeguard young people were missed.

p.1

This monitoring visit

 One young person had raised a complaint about a member of staff. However, the complaint procedure had not been followed. This showed a lack of regard to the voice of the child.

p.1

This monitoring visit

 Management oversight of paperwork designed to keep young people safe was poor.

p.1

This monitoring visit

 There were occasions when staff had failed to follow young people’s safeguarding plans. Inspection report for children’s home - monitoring visit: 1247765 2  One staff member had not obtained the required level 3 qualification in residential childcare within the regulatory timescale.

p.1

This monitoring visit

As a result of the high levels of concerns found during the inspection, a restriction of accommodation notice was issued to ensure that no further young people were admitted to the home.

p.2

This monitoring visit

This monitoring visit has found that the managers have complied with the restriction of accommodation notice. As a result, no young people have been admitted into the home. The two young people living at the home at the time of the previous inspection have both moved out to new placements. This means that there are no young people currently living in the home.

p.2

This monitoring visit

The previous registered manager has left. A new experienced manager has recently been appointed.

p.2

This monitoring visit

Since the interim inspection, managers have continued to work hard to make sure that the premises are welcoming, comfortable and ready for new young people to be admitted.

p.2

This monitoring visit

Managers have established a positive culture of learning. For example, managers have ensured that staff are supported, supervised and accountable for their work with young people. This has included strengthening the support staff receive from the organisation’s psychologist. This extra level of support means that staff are increasingly skilled, confident and competent in working with young people.

p.2

This monitoring visit

All requirements made at the previous inspection will be fully considered at the next full inspection.
