This provision is inadequate
The childminder has not provided Ofsted with all the necessary information needed to carry out suitability checks on her assistant. In addition, she leaves children in the sole care of the assistant. This compromises children's safety. Partnerships with parents are weak. The childminder does not obtain relevant information from parents when children start, to enable her to plan to meet their individual learning and care needs. The childminder does not use observations and assessments well to plan enjoyable and challenging experiences that build on each child's interests and help them to make good progress. In addition, she has not developed robust systems to assess children's starting points in learning. The childminder's current system for evaluation is not effective in identifying areas where she can improve and meet requirements.
p.1
It has the following strengths
The childminder provides a well-resourced learning environment, indoors and outdoors. Overall, children settle well and develop secure bonds with the childminder.

What the setting needs to do to improve further

Inspection activities
The inspector accompanied the childminder to collect a child from nursery and spoke with her at suitable times throughout the inspection. The inspector checked areas in the property used for childminding. The inspector observed the quality of teaching and the impact this has on children's learning. The inspector viewed documentation, including evidence of the childminder's suitability and paediatric first-aid qualification. The inspector discussed with the childminder how she uses self-evaluation to develop her practice.
p.3
Effectiveness of the leadership and management is inadequate
Safeguarding is ineffective. The childminder does not understand her roles and responsibilities. Even though she has been made aware on two occasions to provide the necessary information so Ofsted can carry out the required checks on her assistant's suitability, she has not acted on this. She also leaves children in the sole care of the assistant. This means that children's safety cannot be assured. Overall, the childminder knows what action to take if she has concerns about children's welfare. Partnerships with parents are weak. The childminder does not obtain relevant information from parents to enable her to plan to meet children's care and learning needs. For example, she does not gather information about children's dietary needs and interests when they start. Moreover, she does not share information about what children need to learn and how this impacts on their development. The childminder fails to provide quality learning experiences to help

children make progress of which they are capable. She works closely with other childminders to share good practice to help her improve on children's outcomes. However, her self-evaluation is ineffective as she has not identified significant weaknesses in her provision.
p.4
Quality of teaching, learning and assessment is inadequate
The childminder has not developed robust systems to assess children's starting points in learning, to plan and meet their ongoing learning needs. Activities are too mundane and do not take into account children's stages of development and interests. For example, on the day of the inspection, babies spent a long time watching songs on television with no effective interaction from the childminder. Older children moved from one activity to another, without knowing what to do. When the childminder does engage with the children, she does not interact effectively to help them develop the basic skills they need. For example, the childminder expected babies who are still babbling to repeat numbers while playing with the construction blocks. This unrealistic expectation resulted in children losing interest in the activity. The childminder organises the play areas well and children have opportunities to choose from a wide range of toys.
p.4
Personal development, behaviour and welfare are inadequate
Weaknesses in safeguarding compromise children's safety and welfare. The childminder does not offer the best possible opportunities for children who enjoy spending time outdoors. Overall, the childminder encourages children to be kind and respect one another. Children have opportunities to learn about their own and other people's similarities and differences, such as through role play.
p.4
Outcomes for children are inadequate
The lack of purposeful activities has a negative impact on the progress children make. Children do not become active learners as they have limited opportunities to develop and build on their curiosity. Children are not well prepared for the next stage in their learning or consistently motivated to learn. For example, children watch television to occupy themselves rather than actively learning.
