It is not yet outstanding because:
The childminder does not consult parents about what children are achieving when they first attend to plan activities to better support their good progress from the start. There are few opportunities for children to find out about other cultures and make comparisons between their own lives and those of others.

The inspector observed children with the childminder and discussed their learning and development. The inspector looked at a range of documents, including children's records. The inspector took account of the views of parents in written comments.
p.2
Effectiveness of the leadership and management is good
Safeguarding is effective. The childminder is vigilant and knows the signs that might lead her to be concerned about a child's welfare. She is conscientious about keeping her knowledge of child protection procedures up to date to ensure children are safe from harm. The childminder monitors children's learning effectively and promptly notices when children need extra support. She actively carries out research and seeks advice from outside agencies to support children's individual needs to help them to reach their full potential. The childminder has positive relationships with parents and talks to them about children's preferences and interests. Children are secure in their familiar routines and there is a consistent approach to their care and individual needs. Good links with other providers and schools have a positive impact on children's learning and development.
p.3
Quality of teaching, learning and assessment is good
The childminder uses her observations and assessments of children's learning effectively to plan interesting activities that help them to move on in their learning. She talks activities through as children play, making comments and suggestions to support their communication and language skills well. Children develop an increasingly wider vocabulary and learn how to make their needs known. The childminder skilfully encourages children to persevere with activities, such as completing puzzles to support and extend their concentration. She demonstrates how to manipulate the pieces until they fit, supporting their physical development well. The childminder provides lots of praise when children succeed with activities to support their good self-esteem and they show great pride in their achievements.
p.3
Personal development, behaviour and welfare are good
The childminder provides gentle encouragement for children to remember their good manners and behave well. She provides a broad range of resources for children to make choices in their play. Children enjoy nutritious home-cooked meals and snacks and physical exercise and fresh air. They benefit from regular opportunities to find out about the natural world, such as on visits to the beach and when looking for insects in the outdoor area. The childminder takes children to local groups where they meet with others. They benefit from access to a wider range of resources and activities and develop and extend their social skills.
p.3
Outcomes for children are good
Children gain the skills they need for future learning and their eventual move on to school. They explore activities with interest and enthusiasm and become motivated to learn. Children develop good levels of independence and self-assurance. They manage their own coats and belongings and use toys and equipment confidently, developing good physical skills.
