This provision is inadequate

 The childminder has a poor understanding of matters that must be notified to Ofsted. She has failed to provide information to enable Ofsted to complete required suitability checks on everyone in the household aged 16 years and over.  The childminder has limited knowledge of child protection matters. Her knowledge and understanding of more recent safeguarding legislation and guidance is poor. She does not know what to do if an allegation is made against her or a member of her household.  The childminder does not identify risks to children's safety. She stores flammable items on the gas cooker hob. The childminder does not ensure that surfaces used to prepare food are hygienic. For example, she allows cats to eat and sleep on kitchen worktops.  The childminder does not keep required records, which compromises children's welfare. She does not record the names, addresses and contact details of every child and

She does not keep written records of medication that she administers to children or of parental consent to give it.  The childminder does not complete a progress check for children between the ages of two and three years, as required. She does not take account of what children know, understand and can do when she plans activities. Children are not challenged and they do not make enough progress in their learning.

Inspection activities

 The inspector observed the quality of teaching during daily routines and activities and assessed the impact this has on children's learning.  The inspector looked at relevant documentation, such as evidence of the childminder's suitability to work with children.  The inspector took account of the views of parents and carers.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is ineffective. The childminder's self-evaluation is weak. She fails to identify breaches to legal requirements. She does not update her knowledge and understanding of child protection matters and her knowledge of more recent safeguarding legislation and guidance is poor. She does not know what to do if an allegation is made about her or a member of her household. The childminder does not notify Ofsted of significant changes. For example, she has not told Ofsted about changes to members of her household aged 16 years and over. This means that Ofsted cannot check the suitability of everyone who lives on the premises and children's welfare cannot be assured. The childminder does not identify and minimise risks to children's health and safety. For example, she leaves cardboard boxes and a towel on the gas hob. Cats walk about freely across the kitchen work surfaces and touch utensils used for food preparation. The childminder does not

keep required information about children in her care. For example, she does not record the children's home addresses or emergency contact details for parents. She does not keep a record of children's hours of attendance.

p.4

Quality of teaching, learning and assessment is inadequate

The childminder gathers information from parents that helps her to establish starting points for children's learning. However, she does not complete a progress check for children between the ages of two and three years. Although the childminder observes children's learning, she does not take account of what they know, understand and can do when she plans activities. For example, she accurately assesses that children can name most colours but frequently asks them to tell her what colour things are. This does not challenge children or help to extend their knowledge. During activities, the childminder's questions do not encourage children to think and have their own ideas. However, the childminder often reads to children. They enjoy this and learn that print carries meaning and that reading is pleasurable.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses in leadership and management compromise children's welfare. For example, the childminder does not keep a written record of medication she administers to children, or records that show she has obtained prior permission from parents. The childminder has a good range of well-maintained play and learning resources. However, she does not use these well enough in her teaching. For example, she does not create challenging or interesting reasons for children to count as part of daily routines and self-chosen play. Children do not have sufficient opportunities to extend their learning and develop a greater understanding of concepts, such as numbers and counting. However, children demonstrate that they feel secure in the childminder's company. The childminder shares daily information with parents that helps to promote continuity in children's care.

p.4

Outcomes for children are inadequate

Children do not make enough progress because of weaknesses in the quality of teaching. Planned activities fail to motivate and challenge children in their learning. Children do not acquire the skills needed to prepare them well to start school.
