Date of last inspection: 20 November 2017

Ofsted suspended the home’s registration from 24 November 2017 to 24 February 2018.
p.1
and young people since the most recent full inspection
This home was judged inadequate at the last full inspection. At this interim inspection the home was ‘not judged’.
p.1
and young people since the most recent full inspection
There are no children on roll. On the day of inspection, the registered manager and five members of staff spent their first day together in the home since children left in November 2017. Since November, most staff have been working in other children’s homes that are part of the organisation. A few staff made the decision not to return to this home. The remaining staff are enthusiastic about how they will use their learning and experience that they have gained in the last few months.
p.1
and young people since the most recent full inspection
Staff have met for team meetings and for training during the past three and a half months while the home has not been operational. For example, staff have completed training on safeguarding, child development, attachment and trauma, Makaton, Interim inspection report children’s home: SC476267 2 behaviour management and recording and reporting. However, some staff have still not completed training about online safety, the organisation’s practice model for therapeutic care, children going missing from care, and gaining an understanding around children’s vulnerabilities to child sexual exploitation. In addition, one member of staff how has worked in the organisation for over two years and has not completed the required level 3 diploma in residential childcare. These shortfalls mean that a few members of staff are still not fully skilled to be able to meet the needs of children.
p.1
and young people since the most recent full inspection
The manager has ensured that staff continued to receive supervision and support from her, even when they were working in other children’s homes. However, she has only received one supervision session herself in the last three months. She has attended some group management meetings, but this does not meet her needs in relation to leading and managing this home.
p.2
and young people since the most recent full inspection
New staff have been recruited. The registered manager is now able to recruit staff specifically for her home. She hopes that this will allow her to compose and retain a good staff team. However, the organisation’s human resources department and the home’s managers are still not using recruitment procedures effectively. For example, their recruitment records do not show how concerns have been explored and evaluated. When checks are incomplete, or concerns have been disclosed, managers are not recording a rationale for employing the person or any risk assessment to show how risks to children will be minimised.
p.2
and young people since the most recent full inspection
The environment of the home is now clean and safe. For example, commercial waste bins are now stored away from the downstairs child’s bedroom window. The home has been redecorated. However, a number of windows have no curtains or blinds. Some bedrooms are not yet fully furnished. This means that the environment is not yet furnished so as to meet the needs of each child.
p.2
and young people since the most recent full inspection
The manager and staff have reviewed and altered the home’s statement of purpose. They are all familiar with its contents. They express renewed confidence and vision that they can provide for children to achieve the outcomes described in the statement. However, the manager said, ‘We are still not quite ready. We are planning to put some scenarios together where staff have to write it up and discuss and share their records and thoughts. We need a few weeks and then we will be ready.’
p.2
and young people since the most recent full inspection
The organisation currently has a condition on its registration, which means that it must inform Ofsted of its intention to admit children before a child will commence living at the home. Interim inspection report children’s home: SC476267 3

Inspectors have looked closely at the experiences and progress of children and young people. Inspectors considered the quality of work and the differences made to the lives of children and young people. They watched how professional staff work with children and young people and each other and discussed the effectiveness of help and care provided. Wherever possible, they talked to children and young people and their families.
