This provision is inadequate

 The childminder does little to identify and address key weaknesses in the provision. She does not have a secure and up-to-date knowledge of all safeguarding issues and signs of concern to keep children safe.  The childminder does not know what she needs to notify Ofsted about. She does not maintain written records of children's hours of attendance, as required.  The childminder has not established effective partnerships with all parents to support their children's learning. She does not seek enough information from parents about children's needs and interests when they first start. This means she is unable to plan effectively for children's care and learning needs from the outset.  The childminder does not share information with other settings that children attend to ensure there is consistency of support.  The quality of teaching is not good enough. The childminder has not focused any professional development on maintaining and developing her knowledge and skills. As a

result, she fails to enhance children's learning sufficiently which limits the amount of progress children make.  The childminder does not complete the required progress check for children aged between two and three years and provide parents with a short written summary.

p.1

It has the following strengths

 Children settle quickly and are generally content in the childminder's care.

p.1

What the setting needs to do to improve further

To meet the requirements of the early years foundation stage and the Childcare Register the provider must:

p.2

Inspection activities

 The inspector observed the quality of teaching in the childminder's home and assessed the impact this has on children's learning.  The inspector spoke with the childminder and children at appropriate times during the inspection.  The inspector completed a joint evaluation of an activity with the childminder.  The inspector looked at relevant documentation and checked the suitability of the childminder and members of the household.  The inspector took account of the written comments and views of parents and children.

p.3

Effectiveness of the leadership and management is inadequate

Safeguarding is not effective. The childminder does not have a sound understanding of child protection issues. She is not up to date with current legislation, such as the 'Prevent' duty guidance and how to keep children safe from extreme views. The childminder fails to keep all documentation required for the safe management of the provision. For example, she does not keep an accurate record of children's attendance. The childminder is unclear about her responsibility to keep Ofsted up to date about relevant changes and has failed to notify Ofsted of a change of name. She has placed too little focus on her professional development and is not equipped with all of the knowledge and skills required to fulfil her role effectively. The childminder does not have a good enough understanding of how and when to complete the required progress check for children aged between two and three years.

p.4

Quality of teaching, learning and assessment is inadequate

Although the childminder has sound systems in place to observe and assess children's ongoing progress, she does not always plan effectively for their learning needs. She does not engage with all parents or seek contributions about children's prior interests and achievements when they first start at the setting. In addition, she has not established any partnership working with staff at other settings that children attend. This means she is not able to plan appropriate activities and experiences to build on children's learning. Children do not benefit from good continuity between the childminder and others involved in their care. The quality of teaching is too variable. The childminder does not have a good enough understanding of how children learn. She does not promote children's interests well enough and they do not consistently benefit from good quality learning experiences. For example, during a creative activity, she tells children what pictures to make, where to

glue and where to finger paint, correcting them when they do not follow her instructions. In addition, when children ask if they can paint freely after the activity she does not let them and puts the resources away. As a result, children are not motivated. They do not develop independence or the confidence to try out their own ideas.

p.4

Personal development, behaviour and welfare are inadequate

Due to significant weaknesses in safeguarding and welfare practice, the childminder fails to protect children adequately. Children gain some understanding of healthy lifestyles. They benefit from daily activities outdoors. They have some opportunities to develop physical skills, such as playing in the childminder's garden or the local park. The childminder promotes some social skills. For example, she reminds children to follow simple rules, such as using the slide correctly.

p.4

Outcomes for children are inadequate

The childminder's lack of knowledge about how children learn and develop, and her weak interactions, limit children's ability to gain the skills needed for future learning and for school.
