This provision is inadequate

 The childminder has not addressed all the issues raised at the last inspection. She is not aware of all aspects of safeguarding, in particular those relating to the 'Prevent' duty guidance. She does not understand her responsibility to act promptly to report concerns about children's welfare with the relevant agencies, placing children at significant risk.  The childminder does not gather information from parents about their child's starting points or use information from her observations to accurately identify children's future learning needs. Activities hold little challenge. The childminder does not plan effectively to ensure that children make the best progress they can across all areas of learning.  The childminder does not take steps to ensure that all required information about each child in her care is obtained and recorded. She is not aware of requirements relating to data protection and the storage of electronic information.

p.1

This provision is inadequate

p.3

Effectiveness of the leadership and management is inadequate

The arrangements for safeguarding are not effective. Improvement is minimal since the last inspection and outcomes for children have not improved. Since the last inspection, the childminder has developed some awareness of the potential indicators of harm and neglect. However, she is not aware of the 'Prevent' duty guidance, to help identify when children may be drawn into terrorist-related activity. While the childminder demonstrates some knowledge of the signs that children's welfare may be compromised, she does not always recognise concerns about children or take appropriate action to refer information to the relevant agencies. This places children at significant risk of harm. The childminder is not aware of requirements relating to data protection and the security of information. In addition, she does not record all required information about the children in her care. As a result, the childminder does not ensure children's safety and well-being adequately. The

childminder checks that her home is suitable before children arrive. She does not gather views and comments from parents and children and use these to help her to reflect on her practice and identify ways of enhancing her provision.

p.4

Quality of teaching, learning and assessment is inadequate

Teaching is weak. The childminder is not aware of children's starting points in learning. She does not effectively observe and assess children's development or plan meaningful activities to support and enhance children's learning to ensure they make the best possible progress. The childminder supervises children's play. She recognises that they are unsure near unfamiliar adults and sits by them until their confidence develops and they show through their behaviour that they feel more comfortable. The childminder selects resources for children to play with that she knows they like. For example, stacking shapes and bottles filled with different materials such as sequins and beads. She repeats actions to encourage children to become involved, such as stacking the shapes over and over again. However, her interaction with children to support their developing language is limited.

p.4

Personal development, behaviour and welfare are inadequate

Weaknesses with regard to safeguarding compromise children's safety and well-being. Partnerships with parents are not effective in ensuring that children’s needs are fully met. Children do spend time outdoors and visit local parks, and occasional local groups. Children currently enjoy food provided by their parents, but the childminder understands the need to provide healthy and nutritious meals for children should she need to. The childminder encourages good behaviour. She talks through any incidents of unacceptable behaviour so that children understand right from wrong. For example, she helps older children to understand why they must stay close by while waiting for younger children to come out from school.

p.4

Outcomes for children are inadequate

Children do not receive the support they need to make the best possible progress in their learning and development due to weaknesses in teaching, observation and assessment. Children engage in activities for very short periods of time. They do not gain the key skills they need to help prepare them for the next stage in their learning and the move on to school.
