Inspection report for children's home - monitoring visit: SC430239 1 SC430239

p.1

Cambian Childcare Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children's home

This children’s home is operated by a private organisation. It provides care and accommodation for up to five children and young people with emotional and/or behavioural difficulties (EBD)

p.1

This monitoring visit

An interim inspection was carried out on 10 January 2018. The home was judged to have declined in effectiveness due to serious shortfalls in safeguarding practice within the home. Young people’s risk taking behaviours and vulnerabilities were not adequately recognised or assessed in order to address and minimise significant harm. There was a failure to carry out robust risk assessments and behaviour management plans resulting in an escalation of unmanaged dangerous and harmful behaviours.

p.1

This monitoring visit

The inspector found that staff had not been provided with sufficient guidance in managing such behaviours. Consequently, young people’s safety within the home and community was deemed to be significantly compromised. As a result, A compliance notice was issued on 18 January 2018 allowing the provider time to make the necessary improvements in practice around the safeguarding and protection of children and young people.

p.1

This monitoring visit

An unannounced monitoring visit took place on 21 February 2018 to monitor compliance with the notice. It was found that sufficient steps have been taken to address the shortfalls in safeguarding practice. A complete review of risk assessment and risk management processes has been undertaken. Each young person now has an individual risk assessment that details specific risks, the level of risk and the actions to be taken to reduce risk. Risk assessments are now reviewed and updated by all staff, young people and placing social workers. They are monitored monthly and updated within the home’s monthly team meetings. Inspection report for children's home - monitoring visit: SC430239 2 Behaviour management plans are further developed. Young people and staff now work together to devise a plan best suited to help them address negative, disruptive or risk taking behaviours. Plans work together with individual agreements. These

agreements specifically identify past or current concerns and the agreed action to be taken should the agreement be broken. Evidence of team meetings and staff supervision highlight the registered manager’s drive to form consistent practice within the home.

p.2

This monitoring visit

The registered manager has taken suitable action to reduce further risks within the home. Specifically, new locked cabinets and key safes have been fitted within the staff office. This ensures that keys are held safely in the home and are not accessible by young people.

p.2

This monitoring visit

The use of cannabis is reduced. Young people now access external substance misuse services who have provided sessions for young people and staff within the home. Furthermore, access to additional finances through individual incentives has ceased. Young people now save incentive awards in order to purchase a gift of their own choice.

p.2

This monitoring visit

Additionally young people have completed SmartNet training and E-Safety training with specific regard to staying safe while accessing the internet.

p.2

This monitoring visit

The monitoring visit deems that the provider has taken suitable action to address the actions raised in the compliance notice served on 18 January 2018. Inspection report for children's home - monitoring visit: SC430239 3
